(Keystone-ATS) “In Geneva, the line between promoting the achievements of the State Councilor and publicity during elections is not clear,” François Paychère, magistrate at the Court of Auditors, noted to the media on Tuesday. The risk of granting an undue advantage to outgoing State Councilors with public resources is therefore significant within departmental staffs.
The Court of Auditors was asked to examine this question in September 2023 by the management control commission of the Grand Council. A subcommittee, created to shed light on the use of public resources during electoral campaigns, also issued a damning report on former State Councilor Fabienne Fischer. A criminal aspect is still ongoing.
