Prime Minister Michel Barnier was forced to Monday December 2, 2024 to take responsibility for the Social Security budget. A first 49.3 synonymous with motion of censure and undoubtedly fall of his governmentsince the left and the RN announced that they would vote for it in unison in 48 hours. Here are the immediate reactions of the four MPs from La Manche.

Philippe Gosselin (LR)

“I am absolutely not bothered by the discussions that Michel Barnier was able to have with EPR, the LR-DR or even the RN. On the other hand, it was more difficult to work with the left, because the Insoumis put very strong pressure on the NFP intergroup to prevent any negotiations.

There comes a time when the negotiation must end, otherwise it borders on blackmail. We were there, and so only the solution of 49.3 remained. It’s up to everyone to take responsibility!

Since the beginning, the objective of the NFP has been the resignation of Macron and the application of their program, nothing but their program.

For its part, the RN has made it impossible for itself not to overthrow the government… So here we are with our backs to the wall!

The only mini-possibility is that in 48 hours, public opinion will cry: Stop destabilization and chaos. Because in reality, even if we have the means to ensure the budget at 1is January 2025 (and therefore the functioning of the country), it can only be chaotic and dramatic.

With an impact not only internally, but also internationally. In the event of a reversal, there is no alternative solution with the NFP, which would be reversed immediately.

Cazeneuve? The NFP has already killed him and will do it again. So there would remain a technical government, which can only handle current affairs. There is a lot to worry about…”

“Michel Barnier openly indicates that he negotiated exclusively with the far right, while nearly 70% of the population voted in July for a popular front and dismissed the RN.

We made offers several times, but at no time did our phones ring. We found leads for 17 billion on this PLFSS, he didn't want it. In the joint committee, we proposed 8 billion in revenue to finance essential points (Ehpad, public hospital, reimbursement of the cost of medicines, etc.), he did not want it.

We will therefore vote for the left-wing motion of censure. This government's finance bills will lead to a recession, which will mainly affect the middle classes, retirees and the unemployed, while multinationals will still be exempt from employer contributions.

Furthermore, economists say, these budget proposals will lead us to a halving of growth in 2025. As a matter of responsibility, we cannot accept such a budget.

Fortunately, our institutions are strong and will hold. We will pass a law which will allow everyone to be paid, a Social Security finance bill will arrive by ordinance within a few weeks. And for the finance bill, the acceptance of revenue will be postponed with the rates of 2024, and the budget will be as defined in 2024, current affairs will be managed.

But Emmanuel Macron and the presidential clan must assume their responsibilities. They can still appoint a Prime Minister from the great family of the left. »

130 motions

More than 130 motions of censure have been tabled since 1958 before those announced this Monday, December 2, 2024, but only one, in 1962, against the election of the President of the Republic by universal suffrage, was adopted, which caused the drop in the Pompidou government. A motion of censure can in fact be initiated by deputies to censure the policy of a government (art 49.2), as this time with success. It can also be used after the commitment of the government's responsibility for the vote on a text (art 49.3), as was for example the case twice and without success on March 20, 2023 for the text on the reform of pensions defended by Prime Minister Élisabeth Borne. Ms. Borne has made around thirty motions of censure. His successor, Gabriel Attal, three. Michel Barnier faced his first motion of censure (presented by the left) in October, a month after his appointment.

“The Socialist Party must take its responsibilities. At one time, they were a government party, so how can they ally themselves today with the far right and the far left?

Unfortunately, we are faced with political party managers who do not think of the French. The censorship that the alliance of opposites RN – NFP is going to vote for is serious and so irresponsible.

For our part, with Gabriel Attal and the deputies of the EPR group, we have not always agreed with Michel Barnier, but we have constantly acted in favor of the general interest. »

Bertrand Sorre (EPR)

“Given the configuration of the National Assembly, Michel Barnier has been walking on a tightrope since his appointment anyway. I think he presented a reasonable budget, with the need to straighten out the public accounts and make savings. He has made progress towards what the RN wanted in particular, but that does not seem to be enough for them…

The Insoumis group's motion of censure is systematic, so it's not really a surprise. The RN takes its responsibilities. From the moment these two political groups have a majority and decide to vote on the motion of censure, I have no illusions about landing on Wednesday afternoon or Thursday morning.

The motions will be voted on, barring an unexpected turnaround, and Michel Barnier's government will resign. But behind that, what do we do?

We need stability, the French are asking us for it. They are in a situation of great anxiety, facing a political, but also economic, geopolitical and climatic situation which worries them. What I hear in my territory is a call for stability and not for political chaos. »
