One-year review of emergency assistance for victims of domestic violence (Avvc)

Since November 28, 2023, Caf has provided emergency financial assistance to victims of domestic violence. This assistance allows victims to protect themselves by moving away from the perpetrator of the violence and meet expenses immediate.

The amount of this financial aid varies depending on resources and the number of dependent children, and can take the form of non-repayable aid or an interest-free loan.

Since December 2023, 784 requests, or an average of 17 requests per week, have been submitted to the Caf des Yvelines. With a payment deadline of 4.5 days, 617 aid was paid, including 606 grants and 11 loans, for a total amount of 542 387,97 euros.

Close collaboration with the Departmental Council is essential to offer victims appropriate social support and support in their efforts.

Individualized social support

In parallel with this financial assistance, the Caf des Yvelines has set up a caring course allowing accompaniement specific and rapid victims:

  • contact with a social worker within 72 hours;
  • securing the beneficiary file;
  • information on the assistance to which victims are eligible;
  • orientation towards specialized associations/structures.

Detection of these situations can be done during proactive contact at the time of family separation or through partner orientation. THE social workers propose this global support in conjunction with a network of specialized partners and prioritize access to the rights of these families in situations of great vulnerability.

Information and awareness of Caf teams by the police

At the beginning of November, certain Caf teams benefited from the intervention of Fabienne Boulard, police major and head of the victim assistance delegation within the Interdepartmental Directorate of the Yvelines National Police.

This one has made the teams aware to different forms of violence: psychological, verbal, physical, sexual, economic, administrative, cyberviolence, etc. She also discussed the impacts of the aggressor's strategies on the victim and recalled the mechanisms of the cycle of violence. Relays and tools, such as a QR code and the Mémo de vie website, have been put forward to help victims.

By collaborating with local partners and strengthening the skills of its teams, Caf des Yvelines continues its action to offer concrete and effective support to the most vulnerable.
