Already crowned before the Covid-19 pandemic, the Austrian capital has once again won the title of most liveable city in the world. Vienna had already won this title in 2018 and 2019 in this ranking carried out by The Economist Intelligence Unit (EIU), the research and analysis unit affiliated with the eponymous British weekly. Its green spaces, its abundant cultural life and its quality public services have once again made the difference. The study took into account 173 cities, evaluated on the basis of thirty criteria in the following areas: stability, health system, culture and environment, education, infrastructure.

It is followed in the top ten by Copenhagen in Denmark, and two Swiss cities (Zurich, Geneva). We also find the Australian cities of Melbourne and Sydney, Calgary in Canada and Osaka in Japan. Paris rises slightly, ranking 21sttied with Berlin, while New York remains stable (70th). Moscow ranks 98th. Note that Tel Aviv is the one that has suffered the biggest drop due to the conflict between Israel and Hamas.

Europe affected by succession of social movements

In Asia, Hong Kong saw the biggest improvement, rising from 61st to 50th place thanks to an increase in its scores for stability and quality of healthcare. Cities in the United Arab Emirates were among the biggest risers in the rankings, with Abu Dhabi and Dubai climbing to the top of the list, and Riyadh, Jeddah and Al Khobar in Saudi Arabia also making significant gains.

In general, Europe has seen its rating affected by the multiplication of social movements and the impact of the war in Ukraine, particularly for the eastern part of the continent. The Russian invasion of Ukraine keeps kyiv in the depths of the ranking (165th), the Syrian capital, Damascus, devastated by thirteen years of civil war, remaining the least welcoming city in the world. If the quality of life has progressed on average in the world, “this improvement is marginal due to geopolitical conflicts, social unrest and a housing crisis“, the study notes.
