“If November is the month of the Social and Solidarity Economy, in the Pas-de-Calais Department, with the Citizen's Budget, it is translated into practice all year round. » It is with these words that Bénédicte Messeanne-Grobelny, vice-president in charge of the social and solidarity economy (ESS), opened the Departmental Council of the ESS marked by the proclamation of the results of the 7e Citizen budget. This year again, the system experienced great enthusiasm with 188 project leaders, 91 applications submitted, 6,331 voters for 51 projects labeled and submitted to a vote by residents.
Projects for the benefit of residents
As a reminder, the Citizen's Budget is a help and support tool offered by the Department since 2018 to all residents and associations driven by the values of the ESS and keen to share them with their fellow citizens.
ESS labeled projects concern subjects as varied as culture, sport, food, disability, the environment, solidarity, etc. Actions that can contribute to the well-being of residents.

An analysis of the impact of the Citizen's Budget confirms the Department in its choice to pursue an ambitious social and solidarity economy policy, in particular through the Citizen's Budget: “Jean-Claude Leroy, president of the Departmental Council, reaffirmed his desire to maintain all our policies. Of course, this will be done by adapting the means with regard to the possibilities offered to us by the Finance Law. It is all together, elected officials, associations, citizens that we will continue to bring the values of the ESS to life. We must stick together and more than ever be actors in the society of tomorrow”declares Bénédicte Messeanne-Grobelny.
Supporting citizen initiatives
From 2018 to 2023, more than 3 million euros were allocated to launch, develop and strengthen citizen initiatives throughout the Pas-de-Calais region. “But the Department's support is not limited to financing initiatives, but also to supporting structures to improve their ESS practices, finance and consolidate this development model”specifies vice-president in charge of the ESS.
