The Gulf of Morbihan Regional Natural Park (PNR) does not cover… the Gulf of Morbihan. Will the maritime part be integrated into charter #2?
Ronan Le Délézir, president of the PNR: “We are in reflection. It is not a question of replacing the State for planning in the maritime domain, but we are already carrying out awareness-raising actions in the gulf, we manage Natura 2000 zones there. The park could officially become a mediation player , pedagogy, knowledge. It's complicated legally, but the PNR would be legitimate and innovative in this coastal interface: the sea ignores our administrative limits. The park union committee therefore voted for a study area which includes the maritime zone. »
The intermunicipalities now have skills on which the PNR was working. So what will the version 2 park be used for?
“To establish actions that we have been carrying out for a long time, particularly on biodiversity. In the economic field, I would like us to work more on the primary activities which bring balance to the territory and to focus on environmental issues in the company. This is perhaps the opportunity of the PNR: on a scale, more flexible than an interco, to launch reflections and work with others. »
Charter #1, fiercely negotiated, modestly limited urban sprawl. What about version 2?
“The first charter had the ambition of more moderate urban planning. We are below the space consumption constraint. Since then, laws have required remaking the city within the city. It is more difficult to rebuild Crac'h on Crac'h, where the model is suburban, than a district of Rennes. In charter 2, we will have to support the awareness that the environment can no longer be the adjustment variable. We saw it in Valencia, we saw it with covid… The opinion of the park can be an added value for local urban planning plans, to propose new urban forms. »
The revision of the PNR charter in three dates
October 2024. Vote by the Region for the launch of the procedure for renewing the classification of the Gulf of Morbihan regional natural park. At the same time, review of the first charter.
February 2026. Deliberation of the PNR joint union to finalize the draft charter. It is then studied by the national nature protection council, the parks federation, the prefect and the environmental authority and then submitted to a public inquiry.
2029. Decree of renewal of classification by the Prime Minister.
How will the new charter address adaptation to climate change?
“This has been the line of action of natural parks for a long time. This charter will be more pragmatic so that we can show mutualizable actions: on food in canteens, the establishment of ecological frameworks, the preservation of bocage hedges following the biodiversity atlases… We will not prevent people to arrive in the territory. But, with the means we have, we must think about receiving them well, all of them, the rich as well as all the others who will bring life to the territory. »
What future for health and environment actions, dormant due to lack of funding?
“This issue must be brought forward by the park. Today we consume there, we eat there, we sleep there… There is an issue of diversity on which the park can bring its expertise. The word sobriety is not a bad word either. »
Is a park house part of charter #2?
“No, now is not the time for such an investment. We must be parsimonious with public money. Why not one day, something shared. We must not make people dream, there will be no park house in Berder. »
Since the creation of the PNR, contributions per capita have not increased. Is the question of means on the table?
“Yes because we operate on a rolling basis thanks to calls for projects, for 40 to 50% of the budget. It's not sustainable. Some parks receive a percentage of the “biodiversity” grants received by municipalities. We are considering a foundation with private partners. We need to find an economic system that holds up. I have no taboo, the decision will be collective. Tomorrow, the park can be eliminated and the money will be put elsewhere. It would be a shame because we would lose a relevant territory and, financially, leverage effects. When we see the creation of the Rance park and no park disappears, it means there is an interest! The PNR of the Gulf of Morbihan is 10 years old. He is young and must continue to prove himself. »
