LLife sometimes hangs by a thread. That of the physical counters of administrations in the Walloon Region, promised to all be digitalized, will only have been a matter of coordination. “Or” or “and”. Usually implicitly inclusive (one and the other), the “or” can also be exclusive (either one or the other). And when we talk about exclusion in terms of digitalization of administrative procedures, in a country where one in two Belgians is in a situation of digital vulnerability, the consequences can be dramatic for the citizen. As such, the Walloon government’s draft decree aimed at digitizing all administrative procedures has become a mere flimsy declaration of war.
