The municipal council of June 25 in brief

Elected officials from the City of Lévis met this Tuesday, June 25 for an ordinary meeting of the municipal council at City Hall. Here’s a look at the topics that garnered attention.

Change in presidency
On the sidelines of the municipal council, the mayor of Lévis highlighted the adoption of Bill 57 in the National Assembly of Quebec. The latter modifies article 328 of the Cities and Towns Act by allowing all councils of towns with more than 50,000 inhabitants to designate, among their members, a president of assembly other than the mayor.

“It seemed important to us that the council of a city of the size of the City of Lévis be able to choose and designate the council member who chairs its meetings. The current provisions of the charter of the City of Lévis did not provide for the possibility for the city council to designate a council member other than the mayor to chair the meetings,” declared the mayor of Lévis, Gilles Lehouillier.

Although the City of Lévis is preparing to exercise its right to appoint a new assembly president by the end of 2024, the mayor of Lévis was sparing with comments on the person who could be chosen.

Mandate for sustainable mobility
Lévis elected officials also adopted the mandate granted to the sustainable mobility committee which will examine the results of the Caisse de dépôt et placement (CDPQ) Infra report. The latter will have to analyze and propose recommendations to follow up on the CDPQ Infra master plan.

The mayor of Lévis underlined the importance of this mandate in order to be able to continue “talks with the government to discuss governance, financing, implementation of the recommendations of the plan proposed by the Caisse de dépôt”.

During the adoption by the municipal council, a heated discussion between the mayor of Lévis and the councilor of Saint-Étienne-de-Lauzon and leader of the opposition, Serge Bonin, followed. The latter wanted to understand the tenants of the modal share as well as certain points made in different visions of the City including Vision 2040 in order to know how everything would be addressed in the mandate of the sustainable mobility committee.

New hearing for the demolition committee
During the demolition committee meeting on April 11, 2024, the demolition committee of the City of Lévis adopted the resolution to refuse the request for demolition of the building located at 672 rue Saint-Joseph. However, a request for review of the decision was sent within 30 days of the notice.

The municipal council therefore unanimously adopted the new hearing date for the review of the demolition committee’s decision for this file. The latter will take place at the Town Hall on September 4 at 5 p.m.
