If the count has only been carried out by INSEE since 2022, the figure on D-5, communicated by the Ministry of the Interior, is already close to the number of proxies established for the second round of the 2022 presidential election.

On the evening of June 20, eleven days after the announcement of the dissolution of the National Assembly by Emmanuel Macron, the number of proxies carried out for the June 30 election had exceeded one million. Requested by CheckNewsthe Ministry of the Interior specifies that on the evening of June 25, it counted 1,871,001 proxies.

Is this a “record” level as is regularly presented in the press in recent days? Answering this question comes up against a technical difficulty: as INSEE confirms to us, the counting of the number of proxies carried out on a national scale has only been carried out since… 2022. If a Single Electoral Register (REU), which streamlines and centralizes the list of voters, was created in 2016, “the powers of attorney [ne] are integrated into [ce REU que] since January 1, 2022. INSEE therefore does not have statistics “only for the 2022 presidential election and the 2022 legislative elections”.

The number of valid proxies on the day of the first round of the 2022 presidential election reached 1,379,764, and reached 1,965,001 for the second. Or only 94,000 proxies fewer than for the current election, on D-5 of the vote. Concerning the legislative elections, the totals for the first and second rounds were respectively 1,021,350 and 1,174,886 proxies – much lower, therefore, than the level already reached to date.

A dynamic with multifactorial elements

The Ministry of the Interior notes that, compared to previous legislative elections, the number of proxies carried out “between D-20 and D-5 before the 1st round” were 5.8 times more numerous in 2024. From the launch of the express campaign for these early legislative elections, the ministry noted a strong dynamic of proxies – approximately six times higher, at the same time of the vote, than in 2022. dynamic whose tenants are certainly multifactorial, between long-planned vacation departures and interest in an election with particularly sensitive issues.

According to INSEE figures, in 2022, nearly 3.3 million French people (or 6.7% of voters) had established a proxy for at least one of the rounds of an election.
