The SMD3 sees a real impact, since between 2020 and 2023, the department saw a 40% reduction in household waste. In Périgueux, residents have gradually switched to PAVs over the past few months. And the deployment is about to be completed. At 1is July, the trash cans will be removed and the last containers installed in the Toulon, Vésone, Fontaine-des-Malades and hospital districts.
The famous sesame to have
There are therefore only a few days left for latecomers to register with the SMD3 (1) and obtain the card allowing access to these PAVs (for the black bag terminal), a system which has been widely criticized, particularly by associations which come to take legal action. Each household is invited to register, with the number of people in it, to receive the precious sesame. It is based on this number of users that the RI will be calculated.
What about the opponents, the fraudsters and the thoughtless after July 1? The SMD3 states that “80% of primary residences are registered”. Those who take the risk of fraud (in particular by depositing their garbage in front of the containers) can be found by agents who search through the trash cans. But it must be said that the SMD3 is quite powerless. He does not legally have access to the list of tax households. To find those who are not registered, the institution can only compare its listing to that of INSEE and the electoral lists. “A whole lot of analysis work that takes time,” admits Isabelle Moreau. But if a fraudster is found after 1is July, we can go back four years and have the due fee paid. » Everyone will therefore gauge the risk they run by playing the stowaway.

Deployment
The SMD3 is optimistic about the installation of the last containers (buried or aerial) in the neighborhoods by July 1. He specifies “listening to local residents” since two installations were removed following criticism. Feedback also speaks of insufficient service on the Arènes and Francheville side. These would be “technical problems” linked to narrow streets or archaeological constraints preventing the containers from being buried.
