Homelessness: $57.5 million to finance emergency and transitional accommodation in Montreal

A combined investment of $57.5 million from the federal government and the Quebec government will support 51 emergency and transitional housing projects intended for people experiencing homelessness in Montreal.

This is a financial contribution for the years 2024-2025 and 2025-2026.

The two governments estimate that this aid will make it possible to add 521 new accommodation places in the Montreal region, while the metropolis is struggling to help the 4,690 people experiencing homelessness there.

Furthermore, according to the CIUSSS of the South-Central Island of Montreal, there are currently 7,000 places in Montreal spread across 1,490 accommodation sites, half allocated to emergency accommodation and the other half to transitional housing.

This support is timely, as a report published by the Ministry of Health and Social Services in September 2023 revealed that the number of people experiencing homelessness in Quebec had almost doubled from 2018 to 2022, going from 5,789 to 10,000.

The census of people experiencing homelessness in Quebec was carried out during the night of October 11, 2022 in 13 regions of the province. The National Institute of Public Health of Quebec (INSPQ) had therefore issued a warning concerning the data collection which was carried out over a single night. The total number of people who experience an episode of homelessness over the course of a year would therefore be greater than 10,000.

Three-pronged financing

The Minister responsible for Social Services, Lionel Carmant, affirms that “this new investment demonstrates the real efforts being made by the Government of Quebec to better support people experiencing homelessness.”

The total amount will be divided into three parts to promote the complete reintegration of people experiencing homelessnessspecifies the Minister responsible for Social Services, Lionel Carmant.

Funding distribution

  1. Renewal and enhancement of 19 emergency and transitional accommodation projects and 12 other complementary measures projects ($39.5 million);
  2. Increased funding for 20 emergency and transitional accommodation organizations. This component will make it possible to consolidate and develop beds for clienteles such as young people, men, women and Indigenous people ($4.6 million);
  3. Development of 8 new emergency and transitional accommodation projects, including the transition of the Hôtel-Dieu project to permanent sites ($13.4 million).

The Minister of Housing, Infrastructure and Communities, Sean Fraser, said he proud to contribute to the financing of new projects to combat the increase in homelessness.
