Lhe municipal council, Wednesday June 19, began with the presentation of the rehabilitation project of the Jean-Langet municipal swimming pool intended to become the Agglo swimming pool. Since the abandonment recorded in September 2021 of the construction of a nautical center at Casse aux Prêtres (1), it was certain that the swimming pool on rue Charles-Malher, in use since 1969, would be renovated.

With 12 million euros invested, “including 9 to 9.5 million for the works”, specifies Julien Pouriel, in charge of the development of sports policy at the Agglo and the City. The rest will be devoted to studies, which have already started. An AMO (project management assistant) programmer has started work.

Know how to swim

Two imperatives dictate the conduct of the project: the possibility for all Caro children to acquire aquatic comfort and the ability to swim (2). Beyond learning to swim or practicing it in a leisure or sporting mode, fun facilities (play areas), relaxation and well-being (spas) will be integrated. Another certainty: in addition to an indoor pool, an outdoor Nordic pool will allow swimming all year round. The current footprint could be enlarged, the City owning the adjoining site formerly occupied by Esat.

While the swimming pool is the most energy-consuming equipment in the community, the emphasis will also be placed “on energy performance and the use of renewable energies”, continues Julien Pouriel, knowing that the site has geothermal potential. Please note that in this context, an “energy performance and commissioning” AMO is currently being recruited. To lower operating costs, it will set energy performance data to be achieved throughout the project and up to two years after delivery.

“Putting a design office on commissioning is new, we’ve never done it before,” agrees Mayor Hervé Blanché. For his part, Christophe Escuriol praised the choice to stay on this site, to which “the people of Rochefort are attached”.

Caro will cover half of the investment and is counting on subsidies (State, other communities) for the remaining 50%.

(1) Due to the impact of the health crisis, the war in Ukraine and increases in fluid/energy and material costs.

(2) In the drowning prevention plan initiated by the Ministry of Sports, the first step is aquatic comfort for 4 – 6 year olds, the 2e is knowing how to swim for 6 – 12 year olds.

What timetable?

From April to July 2024, the programmer works on the budgetary framework while carrying out a technical diagnosis of the existing swimming pool. The following four months will be devoted to drafting the new project, a prerequisite for recruiting the architect and the project management team. The design studies will last until the beginning of 2026. Then it’s time for the construction site which will last almost three years with an expected opening in early 2029. The work will be phased in order to avoid a total closure of the swimming pool.
