Housing and communities put to the test by ZAN: this was the first theme covered during the 22e Meetings of Isère intermunicipalities. The event, organized by the Association of Mayors of Isère, under the leadership of its vice-president, Martial Simondant, took place at the Poly’sons room in Noyarey, in the presence of around fifty elected officials or community agents.

The problem of energy strainers and the increasing demand for social housing in Isère

Aurélie Poinard of the housing service of the Department of Isère and Christophe Charles, vice-president of the Department in charge of housing, drew up an inventory of the housing supply in Isère, emphasizing in particular the problem of the renovation of energy strainers (15% of Isère housing) and the increase in the number of applicants for social housing (+7% in 2023 compared to 2022). They also presented the policy of financial support from the Department for the renovation of social housing (13.5 million euros between 2013 and 2021) and municipal housing.

Frédéric Pontoire, director ofUrban planning agency of the Grenoble region and Vincent Rémy, director ofLocal public land establishment of Dauphinélisted the administrative tools available to elected officials in terms of regional planning and land management, emphasizing one point: the need for local elected officials to define a vision and a strategy adapted to their territory. “The ZAN is a tool for decarbonizing society. It is a new prism for planning the territory based on a little common sense: optimize land, do not waste it and review uses.”

The second theme covered concerned the crisis management and the interest for intermunicipalities in establishing a intercommunal safeguard plan and to designate representatives who can liaise with mayors, state services and emergency services. François Giannoccaro, director of the Grenoble Auvergne-Rhône-Alpes Major Risks Institute, encouraged elected officials to regularly train in crisis management exercises and to subscribe to the Météo France application: Rain Warning intense at the municipal level (Apic).
