On January 7, 2015, during the period of transfers of the different departments between the Saint-Cyr hospital and the Villeneuvois Health Center, the first good news of the year with the birth of the first baby in this brand new maternity ward: the little Laly. Since that day, 6,147 babies have been born at PSV. And the offer to future mothers has continued to diversify, with for example the creation of the first room in Lot-et-Garonne dedicated to physiological childbirth during the first quarter of 2018. It is necessary to say that more than 600 children let out their first cry within the walls of the different delivery rooms.

A first real thunderbolt in 2017

It was two years after the opening of the Villeneuvois health center that a very big storm suddenly rose. As we know, the PSV is a partnership between the public and the private sector, between a clinic belonging to the Elsan group and the public service hospital. A clinic which, since 2014, has been part of the PSV health cooperation group (GCS) with the Villeneuve hospital center. The Elsan group, owner of the Villeneuve clinic, wants to buy the Médipôle Partenaires group, owner in particular of the Esquirol Saint-Hilaire clinic in Agen. In this year 2017, the two groups are in talks with the competition authority which ensures that a group does not find itself in a monopoly situation in a territory. The competition authority should announce on June 23 that it authorizes the takeover of MédiPôle Partenaire by Elsan, on condition that Elsan separates itself from three clinics in three territories in France and in particular from one of the two clinics, Villeneuve or ‘Agen. And the decision is made by the Elsan group, it is the Villeneuve clinic which is put up for sale, and this must be effective within the next 14 months. After this period, and if no buyer has been found, the clinic may then be closed. The viability of the Health Center having always been supported by this public-private partnership, what would happen to the future of the hospital?

In March 2018, an agreement is finally being reached between the parties concerned. This is a first step in the process which should lead to the sale of the shares of the Elsan group, owner of the Villeneuve clinic, in the Villeneuvois health center (PSV). The medical group has in fact validated the proposal to resume its activities by the Association of medical practitioners and liberal health professionals of the Villeneuvois Health Center (ASPRO PSV). All the private practitioners of the clinic, doctors and health professionals, then offered to take over the activity of the clinic and all the staff. The health cooperation group (GCS) will become an employer GCS and will take on staff under the same conditions as currently. The establishment is thus saved after long months of uncertainty and worry.

In 2021, the Vallée du Lot health center is officially created

There now remained one last task to accomplish so that the various cooperation arrangements put in place between the PSV, the Fumel hospital, the Penne-d’Agenais hospital and the Tournon-d’Agenais nursing home, which had already been working together since some time, be made official. It is through the signing of an agreement in July 2021 between all the managers and elected officials of the municipalities concerned that the Vallée du Lot health center was created.

Like all rural areas, this area of ​​the northeast of the department suffers from medical desertification. This is how since 2015, the mayors of this part of the Lot valley, as well as the directors of the PSV, have been thinking about pooling resources in order to meet the health needs of a territory and its population (90,000 inhabitants). ) and which is based on a true geographical reality. As experiments and discussions progressed, a real “Lot Valley Health Center” was set up. “In fact, this cooperation has already existed for several years, and it works rather well. But it became essential to now have a common identity, and for it to be the policies of the territories concerned which carry the project” explained Bruno Chauvin in 2021 , director of PSV. “It remains to be made into an innovative political project, a bringer of hope for the population of our district, a model for attracting medical and nursing resources and being an object of influence for our health area.”
