The housing crisis is raging in Île-de-France, and Seine-Saint-Denis has decided to join forces to meet the needs. To deal with this, Noisy-le-Sec Habitat and Est Ensemble Habitat, two social landlords of the department, recorded their regrouping on Tuesday, November 5, 2024. This will be effective from the 1st quarter of 2025. Good news for the tenants of the social housing stock.
Clear objectives to improve the offer
This union aims to strengthen and improve the supply of social housing, particularly in Noisy-le-Sec, one of the nine municipalities in the Est Ensemble territory. Noisy-le-Sec constitutes a geographic hyphene between several towns already served by Est Ensemble Habitat, such as Montreuil, Bagnolet, Bondy and Bobigny.
Thus, as part of this merger, Noisy-le-Sec Habitat will join l’office intercommunal Est Ensemble Habitat, which bought all of its assets. This grouping will have several objectives: guaranteeing the maintenance of a public social park, ensuring local management for tenants, continue building rehabilitation projects and meet the requirements energy saving while meeting the needs of residents.
Maintain continuity of local services
An ambitious plan is planned for renovate 1,380 homess by 2036, including 597 within the framework of the ANRU program, thus representing two thirds of the heritage. This reorganization aims to respond more effectively to tenant needs while continuing to modernize and improve living conditions in the neighborhoods concerned.
In order to maintain local services for the residents of Noisy-le-Sec, an Est Ensemble Habitat agency will be installed in the current premises of Noisy-le-Sec Habitat. This agency will manage the sites, monitor the guards and social support. Administrative and support services, for their part, will be transferred to the Est Ensemble Habitat headquarters in Montreuil.
