The symbolic first stone was laid on November 15, 2023. A year later, the work is almost completed and the new municipal police station of Herblay-sur-Seine (Val-d'Oise), near the aquatic center – at 220, route de Conflans, Rd 48 – is planned for the end of November.
Faster interventions
This new headquarters dedicated to what is commonly called the PM had become a necessity according to the municipality. The building which currently houses the municipal police, rue Jean-Bordenave, is “difficult to access”, “not very visible” and the officers feel “cramped” there. The new 450 m station2 will allow the 30 police officers, 5 public highway surveillance agents (Asvp) and the two video operators to have working conditions more suited to their missions.
“At the geographical heart of the city, the location of the new police station is close to the main roads. Police teams will thus intervene more quickly in all neighborhoods of the city. And, conversely, users will better locate the building. The municipal police thus fulfill their essential role of proximity to the entire population,” explains the town hall of Herblay-sur-Seine.
The City is investing 1.7 million euros in this operation, and benefits from subsidies from the Île-de-France Region (€675,000) and the Val-d'Oise Department (€375,000).
“Everyone's safety is the first freedom”, recalls the municipality, which has quadrupled the workforce of the PM since 2014 and strengthened video surveillance (in connection with the Val Parisis agglomeration), with a target of sixty-seven cameras by 2026 (fifty today).
Viewing room for video surveillance
The future police premises will include a viewing room linked to cameras installed in the streets and main municipal buildings.
The new 67 m Urban Surveillance Center (Csu)2 installed within the police station will relay high definition images from the intercommunal CSU installed in Franconville. The City wanted to have this image offset for greater responsiveness, because the city's video agents are by definition better familiar with the Herblay terrain than the operators of the intermunicipal CSU. The two agents dedicated to this task have been specially trained in video surveillance, in order to analyze the situation live and target patrol intervention.
“Municipal policeman is a profession that is evolving enormously and we have to face increasing violence,” insisted Philippe Rouleau, the mayor (Lr) of Herblay-sur-Seine.
In this very difficult context, mayors are faced with recruitment difficulties. Hence the desire to offer good working conditions to municipal police officers.
“The newsroom will include nine positions instead of three currently, which will allow the teams to better accommodate Herblay residents and increase efficiency,” the municipality also indicates.
Gym and relaxation area
A gym to keep officers in shape and a relaxation area, which is welcome after interventions, have also been planned. New generation, “ultra secure” cabinets will house the agents’ equipment and weapons materials.
Agents honored
Like what happened recently in Franconville, where municipal police officers were congratulated for their courage during the riots in the summer of 2023, during the inauguration, the prefect of Val-d 'Oise, Philippe Court, will be present alongside Philippe Rouleau, in order to “valorize the courage and dedication of police officers”, to whom medals of honor will be awarded.
