Dakar, May 23 (APS) – Diaga Basse, the new director general of the National Agency for Civil Aviation and Meteorology (ANACIM) of Senegal, is a civil aviation engineer with more than 25 years of experience. rich and varied professional experience in this sector, as well as an extensive academic background.

His appointment as head of the National Agency for Civil Aviation and Meteorology thus crowns a career marked by academic and professional successes in the fields of civil aviation.

He began his career in this sector as a qualified air traffic controller in Dakar before occupying several strategic positions of responsibility at the Agency for the Safety of Air Navigation in Africa and Madagascar (ASECNA).

He was head of the aeronautical telecommunications office, head of the international NOTAM office for West and Central Africa, commander of Léopold Sédar Senghor Airport (LSS), head of the Dakar Regional Air Navigation Center and responsible for operations at the representation of ASECNA in Senegal.

During his professional career, Diaga Basse was temporarily responsible for coordinating the air navigation component of the transfer of services from LSS airport to AIBD, before being appointed technical advisor to the Director General of ASECNA, responsible for the general inspection of studies (IGE) at EAMAC (Niamey-Niger), then head of the AVSEC/OACI Center in Dakar.

Expertise and commitment

A security expert, he also has in-depth expertise in air traffic management and civil aviation security. He is qualified in crisis situation management in civil aviation security by ERNAM-ICAO, and has received various training certificates in aviation safety and aeronautical operations management.

He is an instructor and course designer for the ICAO Trainair plus program and has coordinated several critical safety studies, including the implementation of radar guidance in the Dakar TMA/UTA and the implementation of ADS- B by satellite in the airspaces managed by Senegal.

The new director of ANACIM is an external expert from the National Authority for Quality Assurance of Higher Education, Research and Innovation (ANAQ-SUP).

He participated in the institutional evaluation of the École Polytechnique de Thiès and in the accreditation of the design engineering diploma in the aeronautical specialty of the same institution.

Born in Dakar in an environment conducive to academic excellence, he obtained his baccalaureate series C in mathematics and physical sciences at Cours Sainte Marie de Hann.

After this first university degree, he continued his studies at Cheikh Anta Diop University in Dakar in maths/physics, before specializing at the African School of Meteorology and Civil Aviation (EAMAC) in Niamey, in Niger, where he graduated at the top of his class with honors.

At EAMAC, he obtained an engineering diploma in Civil Aviation Studies and Operations (IEEAC), which made him the first air traffic controller to become a civil aviation engineer in Senegal.

His final thesis focuses on the theme: “The feasibility of global surveillance of airspaces managed by the air traffic control bodies of Dakar”.

After this remarkable feat which testifies to his dedication and competence, Mr. Basse also obtained other prestigious diplomas: an international MBA in management at Paris Dauphine University, a Master’s degree specialized in aviation and air traffic management at the National School of Civil Aviation (ENAC) of Toulouse, and an Executive doctorate in business administration at IAE Lyon 3-Jean Moulin University Lyon 3.

During his time at ENAC for his specialized master’s degree, he spent six months at Thales Rungis, the aeronautics giant, where he worked on a project on ADS-B technology, thus strengthening his practical skills and theoretical in the field of civil aviation.

Contributions and honors

Diaga Basse is recognized for his significant contributions to safety and air traffic management.

In this capacity, he received several distinctions, including the ASECNA aeronautical medal in 2021 for services rendered to community activities and a certificate of recognition from the Minister of Air Transport of Senegal for his remarkable participation in the transfer of the Léopold international airport Sédar Senghor to Blaise Diagne international airport.

Additionally, he successfully coordinated the arrival and departure of the President of the United States’ flight to Dakar in December 2013, earning him a certificate of recognition from the United States Ambassador to Senegal.
