New stage in the project called the Barred Fields in Vallet (-Atlantique). This sector, included at the entrance to the town, located opposite the ZAC du Brochet and surrounded between Boulevard d’Espagne and Rue Saint-Vincent is signposted to accommodate a future and important housing and services district.

The area to be urbanized has been included in the municipality’s local plan since 2013.

If the development of this sector “is not a new thing”, one important element is changing.

Block any urban planning project

Elected officials decided to apply a right of deferment to the entire 13.9 ha perimeter.

The procedure, defined by the town planning code, will allow the community to block and suspend any urban planning project for land owners which are located in this area.

“A complex area” to be developed

In the event of filing a building permit, the stay of proceedings indicates to the project leader that he will have to re-examine the municipality. This will freeze the projects. This is actually penalizing for owners. But this is about managing the common interest.

The duration of this right has been set at ten years, until “the studies are completed and the ZAC can be launched”.

“It is a complex area which fits into an already built circle. We must succeed in managing the fringes between the already built areas and those to come. This is why we want the land located on the outskirts to not be able to evolve,” said the deputy.

Work on access, circulation

Depending on the types and nature of housing to be accommodated, the studies must also work on access and entry points, circulation and mobility routes.

In terms of housing, it is planned to put mixed housing in this sector, including multi-storey buildings in front of the ZAC du Brochet and in the center of the development.

600 housing units over ten years

“The idea is to have progressiveness in housing going from the lowest to the highest in the center of the sector,” explained Mathieu Legout.

With regard to Zero net artificialization, the municipality has no choice but to densify.

“The community’s desire is not to put buildings in the center of Vallet but rather to work on new neighborhoods like this,” underlined Jérôme Marchais.

A mayor, who in a personal capacity, added: “buildings in Vallet, that shocks me. But today given regulatory constraints, we have no choice but to control.”

The commune of Vignoble Nantais has a budget of 600 housing units to be built over the next ten years.
