Parisian rent control less and less respected

According to an independent study, 29% of real estate advertisements are illegal in 2024 in the capital

Rent control is less and less respected by landlords and professionals, in and Seine-Saint-Denis, as revealed by a study by the Consumption, Housing and Living Environment (CLCV) association, published Tuesday September 17. The investigation focused on 1,800 rental advertisements, published in these two departments between December 2023 and August 2024. With 37% of illegal advertisements, the year 2024 marks “a setback in the proper application of rent control since “in 2023, the illegal ad rate was 31%”, underlines the association. In Paris, the results are a little better (29%) than in Seine-Saint-Denis (47%).

1,908 euros per year beyond the rent ceiling

On average in the two departments concerned by this study, landlords claim 159 euros more per month compared to the capped amount, which represents an amount of 1,908 euros per year. How can these circumventions be explained? According to the association, lessors put in place unjustified rent supplements, or even use mobility leases (between one and ten months), considering that these are seasonal rentals.

Rent controls are even less well respected when it comes to furnished accommodation, where the rate of non-compliance with rent controls reaches 44%, compared to 30% for unfurnished accommodation. “Professionals respect this system more than individuals, since 30% and 43% respectively offer rents exceeding the authorized maximum,” also notes the CLCV, which calls for a strengthening of the system in the capital and its nearby suburbs.
