the Department of Yvelines suspends its aid to deficient municipalities

The Department of Yvelines will no longer finance the “Deficiency Prevention” system which came to the aid of communeswe learned during the public session on Friday September 27, 2024.

The decision was taken by the president of the Yvelines departmental council, Pierre Bédier, who recalled “the serious financial crisis » that Yvelines has been going through since the fall in transfer taxes in a context of real estate crisis.

The “Deficiency Prevention” system was created in 2018.

“The Department came to compensate for the disengagement of the State which […] tightened the obligations for municipalities in non-compliance with the SRU law. »

Cancellation of serial subsidies

As soon as it was voted on, the deliberation led to cancellation of several subsidies voted in previous months and years.

Thus the Yvelines have withdrawn aid of €1,032,000 granted to the ESH Les Résidences Yvelines Essonne for the creation of 20 social rental housing units located at 116 boulevard Henri-Barbusse in Houilles. The aid was approved by deliberation on April 17, 2020.

Likewise, elected officials from the Yvelines departmental council refused requests for subsidies (€620,000) from Immobilière du Moulin-Vert for the construction of 17 rental housing units located at 35, chemin de la Côte-du-Moulin in L’Etang -The-City.

The other suspension of the subsidy concerns an amount of €640,000 requested by Immobilière 3 F for the construction of 16 social rental housing units located at 17, rue Rieussec in Viroflay.

€19.60 million for 67 real estate transactions

“Thanks to this program and until today, 67 operations benefited from €19.60 million in subsidies to enable the creation of 1,378 housing units in 33 communes des Yvelines”, recalled the elected officials of the Department.

If we refer to the Yvelines/Residences program to support the development of specific housing, a total of €40 million has been dedicated to the creation of social housing since 2013.

In 2021, the creation of the Solidarity Land Office

In 2021, the Department had in fact completed the range of its tools in support of the production of affordable housing and SRU municipalities by the creation of the Yvelines Solidarity Land Office.

So the end of the real estate operations financing program. It terminated the agreement called “Deficiency Prevention Scheme – Financing Agreement” concluded on December 21, 2020 between the Department and ESH Les Résidences Yvelines Essonne, whose chairman of the supervisory board is none other than Pierre Bédier .

The Yvelines departmental council indicates “however, continue to support these municipalities in defining their strategy and setting up their operations through audit and study work”.

Municipalities are no longer deficient

The support of the Department had notably enabled the commune of Jouy-en-Josas to emerge from non-compliance, the communes of Buc and Le Pecq to exit it soon and the communes of Vésinet, Mareil-Marly, Saint-Arnoult -en-Yvelines, Triel-sur-Seine and Vaux-sur-Seine to overcome the deficiency for the 2023-2025 triennial.
