The text will return to the table of the Brussels government in a few weeks, with the opinion that the Council of State will reserve for it.

Developed in consultation with the sector, the reform aims in particular at certificates closer to actual consumption: by relaxing certain default values ​​which have proven to be too penalizing in experience, this reform must reduce the gap between the theoretical consumption indicated on the PEB certificate and the actual consumption of buildings.

The PEB certificate model is also intended to be more readable by integrating more complete information on the work to be undertaken to meet the new PEB standards, particularly in the context of co-ownerships whose certificate will explain the necessary work on the common areas.

To strengthen the quality of PEB professionals, the reform merges the professions of PEB advisor and PEB certifier into a single profession of PEB expert. Basic training is reviewed and reinforced, with mandatory continuing training.

The calculation method is unified, and will promote decarbonization (connection to a heat network, electrification and use of renewable energy sources such as geothermal energy, aquathermal energy, and aerothermal energy).

The reform also aims to accelerate the development of solar energy production, by imposing progressive requirements for new buildings, major renovations and existing public buildings.
