The municipality of Vendeuil-Caply has just signed an agreement with the SACPA for the care, under the best conditions, of stray animals on its territory.

“LLast year, I witnessed a fight between two dogs and it left an impression on me. We also often have abandoned or malnourished dogs wandering in the village, and with the departmental road running through the town it can become very dangerous.“.

Empowering owners

These events led the mayor of Vendeuil-Caply, Guillaume Ménard, to think about the best way to act, especially since the town is seriously lacking in suitable equipment: “We do not have a kennel even though it is an obligation and we do not have an animal pound service.”

“So far, continues Guillaume Ménard, As mayor, I had to recover or try to apprehend the animal in order to ensure the safety of local residents and motorists. But once the animal is recovered, where should it be placed? The municipality does not have suitable enclosures or cages. Also, the animal was released in the school yard, which was not necessarily evident on the days the students were present.”

On the advice of his colleague Dominique Gaudefroy, mayor of Puits-la-Vallée, Guillaume Ménard approached the Assistance Society for the Control of Animal Populations (SACPA), in Beauvais. The group presents itself as the French leader in animal management in inhabited areas serving communities, businesses and individuals: “They told me the procedure to follow to sign an agreement.”

A three-year agreement to take care of stray animals

On April 1, the municipality signed a three-year agreement with the group’s head office, based in Casteljaloux, in Lot-et-Garonne.

SACPA’s way of proceeding meets the mayor’s expectations: “In recent years, the phenomenon of stray dogs and/or cats has become a real problem that does not leave us all indifferent. The SACPA offers a quality service available 24/7, nearby, that is to say in Beauvais, and meets ethical criteria. In addition, the return of the animal to the owners is its key word.”

This agreement is also a way of making owners responsible, who will have to pay 135 euros to recover their animal. If after eight days no one has come forward, she will be put up for adoption. In the event of the death of the animal, if the weight is less than 40 kg, the SACPA takes care of the cremation.

The VigiPets network

To benefit from the service, the municipality pays a contribution of €1.77 per year per inhabitant and, in fact, joins the VigiPets network. “This network meets the public information criteria. Thanks to the interaction of a collaborative national network, it makes it possible to report the disappearance of an animal almost instantly, or to report the reunion with the wanted animal. All residents will be informed via the municipal bulletin.”
