The overall operating grant (DGF) constitutes the main grant from the State for the benefit of municipalities, intercommunities and the department. The DGF of the communes of Haute- has increased by 2.7% compared to 2023. This increase in the DGF is in addition to the maintenance of State grants to support local investment.

The amount of the DGF received each year, composed of several parts, evolves upwards or downwards, depending on the dynamics of the territories and the assessment of several criteria (gain or loss of population, tax resources, formation of new municipalities, etc).

In 2024, the DGF paid to the Haut-Marne municipalities amounts to 43.5 million euros. This amount is up +2.7% compared to 2023 (€42.4 million) and +7% compared to 2017 (€40.5 million).

Thus, 3 out of 4 municipalities in the department (74.4%) are experiencing an increase in their allocation compared to 2023, and overall, an additional 1.1 million euros have been paid thanks to the strengthening of the support systems integrated into the calculation. from the DGF (rural solidarity grant, guarantee of new municipalities, etc.).

The amount of the municipal DGF per inhabitant stands at €237 in Haute-Marne in 2024. It therefore increases compared to 2023 (€230/inhabitant) and remains higher than the national average amount (€172/inhabitant).

This increase in the DGF is in addition to maintaining State allocations to support local investment at a high level, particularly for structuring projects in rural areas. The largest system, the equipment allocation for rural areas (DETR) will thus progress in 2024 for Haute-Marne (+1.6%), with more than 12 million euros which will benefit municipalities of less than 2,000 residents.
