This contract generally contains the various terms, conditions and common agreements. Depending on the content, it may change and be updated according to the needs of the rental. In the very near future, millions of landlords will be likely to demand an amount in addition to the monthly rent from their tenant. In France, nearly thirty million people live in rented houses or apartments. Landlords can then ask them for a tax in addition to the monthly rent. This being said, the law judges that it is more logical for this sum to go to the person renting via rental charges.
The number of owners in France is significantly higher than those who rent. For thirty million tenants, there are more than thirty-nine million holders of real estate. Among them, more than 19% own at least one second home. It is often the latter which is rented out. Others own more than two properties.
For each property, whether a primary or secondary residence, the owners must pay property taxes. Those who rent and occupy the premises must then pay part of this amount. A property tax is none other than the local tax reserved for those who own land or real estate.

Real estate owners face taxes
Recently, the owners received tax notices for their property for each of their homes. This letter contains a list of the services and goods imposed, one of which must be the responsibility of the tenants. The owners' tax notice has several pages to notify everything that is taxable with their respective amounts.
On the second page we can find what is called the household waste removal tax or TEOM. As it is the occupants who generate household waste, it is their responsibility to pay this bill. They are the ones who directly benefit from the service.
The amount is paid in two different ways. The first consists of integrating it into the forecast expenses per month then adjusting at the end of the year during the annual report. The second is tosend a refund request to the tenant. The latter also asks that a copy of the property tax notice be attached to the letter.
How owners do the calculations
In order to calculate and determine the amount of taxes relating to household waste, owners have two options. The TEOM calculated from the cadastral rental value of real estate. This then corresponds to half of the annual rent that the owners can collect.
The second method starts from the rate determined by the local authority. The amount also depends on each locality and can range from around ten to hundreds of euros.
