The costs of EMS and those of home help and care services experienced their sharpest increase in a decade in 2023. They increased by 5% and 7.3% respectively to stand at 15 billion francs, indicated Tuesday the Federal Statistical Office (FSO).
EMS costs accounted for the largest share, 11.65 billion francs. The monthly cost per resident increased by 309 francs to stand at 10,446 francs. The 2023 EMS financial year ended with an uncovered deficit of 274 million francs.
In 2023, 170,211 people resided in EMS, or 1% more than the previous year. They required an average of 110 minutes of care per day, a record and an increase of 4% compared to the previous year.
According to the OFS, the same trend is observed in home care: the more than 415,200 clients (+1.5% compared to 2022) benefited from an average of 56 hours of care, compared to 53 hours. in 2022 (+6.3%). The amount of care billed thus increased by 14% to stand at 5,565 francs per client per year.
Growth of private companies
In total, the costs not only of care but also of home services reached 3.3 billion francs. For the second year in a row, non-profit companies recorded a negative balance sheet (deficit of 7.5 million francs) while commercial companies reaped a profit of 16.8 million francs, notes the OFS.
In 2023, 2971 entities offered home help and care services (+9%). There are 13 more non-profit companies, 72 commercial companies and 162 more independent nurses than in 2022.
Above all, it is private commercial companies that are developing. This trend is also observed in EMS, notes the OFS. In 2023, 47% of them were private and therefore did not benefit from state subsidies.
The number of full-time equivalent (FTE) work positions increased both in EMS (+2.4% to 103,355 FTEs) and in home services and care (+3.7% to 29,085 FTEs). ). In EMS, nursing staff with a foreign diploma experienced a greater increase (+4.2%) than staff trained in Switzerland (+1%).
