From January 1, 2025the rules are changing for access to social housing, and that could well make the difference for a lot of households in France. Published in the Official Journalthis revision takes into account the increase in the rent reference index (yes, living costs more!). The idea is that social housing remains within reach of those who really need it.
What income for which household?
The new rules apply to several categories of households, with different ceilings depending on where you live and the size of your family. For example, if you are all alone (Category 1), you can earn up to 26 687 euros per year in Paris and Île-de-France, but only 23 201 euros elsewhere. It goes to show that living in the capital has nothing to do with the rest of the country!
For a couple without children or a single disabled person (Category 2), the limits are set at 39 885 euros in the Paris region against 30 984 euros elsewhere. And if you have a child or are a young couple (Category 3), it’s 52 284 euros near Paris, 47 944 euros in the rest of Île-de-France, and 37 259 euros everywhere else.
PLAI housing: a breath of fresh air for the most vulnerable
PLAI housing (Assisted Integration Rental Loan) is there to help those who are really struggling. For these people, the ceilings have also been revised. A single individual in Category 1 can now claim PLAI housing with an income of up to 14 683 euros in Île-de-France and 12 759 euros in the rest of the country.
This update clearly shows that we are seeking to make the social offer more adapted to the needs of the most deprived. A little extra chance to have a roof over your head despite tight finances!
What is driving these economic changes?
These adjustments come from an overall increase in 2,47 %modeled on that observed in the rent index between the end of 2023 and the end of 2024. Income taken into account? Those declared in 2023so it is better to have made your tax declaration correctly if you want to benefit from social assistance.
And that’s not all! At the start of the year, there are plenty of other new features: retirement pensions increased by 2,2 %less practical restaurant tickets at Carrefour or Leclerc, and cigarettes which cost even more… In short, things are moving in all directions!
How not to get lost in all this information?
Fortunately, several tools are there to make our lives easier. A simulator on service-public.fr allows you to check whether you are eligible for social housing according to your personal situation (practical, right?). In addition, Capital has published the complete table of the new ceilings on its site.
This information was revealed on December 28 in the Official Journal then explained by Capital on December 30so that everyone can stay informed thanks to reliable sources.
In the end, even if all this may seem technical or boring at first, it is important that everyone takes the time to understand what is changing for themselves in order to take full advantage of the opportunities offered by these adjustments!
