After two years of waiting, the Committee on Justice, Legislation and Human Rights in the House of Representatives began, on Tuesday, examining a bill tabled in April 2023 by the PJD parliamentary group. This legislative initiative aims to prohibit binationals from becoming ministers. For this, the Islamists request the modification of organic law n ° 065-13 relating to the organization and conduct of government work and the status of its members, adopted under the executive led by Abdelilah Benkirane.
During the presentation of the bill to the justice committee, the deputy of the PJD Abdessamad Haiker said that “members of the government must have exclusive Moroccan citizenship, without dual nationality. Moroccans deserve an entirely Moroccan government, and we believe that anyone who does not respect this condition does not deserve to be part of the Moroccan government ”.
This desire to block the route to binationals to access government positions helded the hair of certain members of the lamp party, like Omar El Mourabet, former member of the National Council residing in France. “The Party of Justice and Development makes a serious mistake towards Moroccans around the world, under futile pretexts, in particular the fact that certain ministers of the current majority have foreign nationalities,” he wrote in a post on Facebook.

In March 2021, when he was at the head of the government under SAADEDDINE El Othmani, the PJD had voted against an amendment presented by the Istiqlal party which authorized the Moroccans residing abroad to participate directly in the legislative elections of September 8, 2021. Alongside the PJD, the PAM, the RNI, the USFP and the MP had also rejected the political participation of the world.
The PJD, however, enjoyed great popularity among Moroccans in the world, with very active sections in many European countries.
