“The Office for Citizen Protection (OPC), an independent national institution for the protection and promotion of human rights, welcomes the appointment of the new Director General of the National Police of Haiti (PNH), Normil RAMEAU, by members of the Presidential Transitional Council, in agreement with the Prime Minister, Dr Garry CONILLE, dated Friday June 14, 2024.”

“The OPC asks the new Commander-in-Chief of the Police to submit, without delay, to the country’s leaders a security and vetting plan with a view to curbing the actions of criminal gangs and promoting, at the same time, professionalization of the police institution, for a real application of the motto Protect and Serve“.

Frantz Elbé, whose departure was demanded by many voices, was therefore dismissed and replaced by Normil Rameau, former Director General of the PNH (2019 – 2021).

A surprising appointment as Normil Rameau after 15 months at the head of the police institution had been dismissed for having failed to guarantee security and had been replaced by Léon Charles. At the time, Prime Minister Joseph Jouthe declared “ […] He always finds excuses to explain his lack of results. Every time I ask the Director of Police about the security situation in the country, he tells me that he has neither armored vehicles nor weapons…”

Remember, while he was leading the PNH, it was at this time that Jimmy Chérisier alias “Barbecue” openly brought together gangs in a coalition called “G9 family and allies”.
