Martinique enters 2025 with its share of changes. From RSA to housing conditions, including new vaccination obligations and changes to retirement… Here is an overview of the main developments to expect this year.
The year 2025 opens with a series of reforms and new developments that will impact our daily lives. While some adjustments show promise, others may pose challenges. What changes await us?
- RSA conditional on 15 hours of activity
Payment of Active Solidarity Income (RSA) will now be conditional on fifteen hours of activity per week. Beneficiaries will have to establish an employment contract with their France Travail advisor, including activities such as company immersions or obtaining a driving license.
This reform aims to promote access to employment for as many beneficiaries as possible. From January 1, 2025, 1.2 million additional people will be registered with France Travail and classified in a new waiting category (category G) before joining categories A to F of job seekers.
- Revaluation of pensions by 2.2%
Basic pensions will be increased by 2.2% to align with inflation. This revaluation, voted after the motion of censure of December 4, 2024, will allow retirees to cope with rising prices.
- Compulsory vaccination for infants
A new public health rule is emerging: compulsory vaccination against invasive meningococcal ACWY and B infections. Indeed, from 2025, all infants will have to be vaccinated against meningococcal ACWY, thus replacing vaccination against meningococcal C .
Tetravalent ACWY vaccination is now mandatory in infants and recommended in adolescents aged 11 to 14 years.
- A new version of the health record for children
The children's health record is also undergoing changes. It will now include information on prevention, such as the use of screens, as well as details on monitoring the 20 compulsory examinations. These developments will aim to improve the detection of neurodevelopmental disorders and strengthen mental health counseling for adolescents.
- Caregiver: an extension of the AJPA
Caregivers will benefit from new rules regarding the Daily Caregiver Allowance (AJPA). From January 1, 2025, caregivers will be able to receive up to 66 days of compensation for each person helped, with a total ceiling of 264 days over a lifetime.
Caregiver leave allows you to temporarily stop your professional activity or work part-time to care for a disabled or losing loved one. As this leave is generally not paid by your employer, you can receive a daily allowance from the caregiver.

- The Social Security ceiling will increase by 1.6%
The Social Security ceiling will be increased by 1.6%. It corresponds to the maximum amount of remuneration or earnings taken into account to calculate social rights, certain contributions and define the basis of certain contributions.
On January 1, 2025, the PASS will amount to €47,100 (compared to €46,368 in 2024) and the monthly ceiling to €3,925 (compared to €3,864 in 2024), an increase of 1.6%.

- Increase in postage stamp prices
Postal stamp prices will increase by almost 6.8% in 2025.
The price of the Green Letter, for daily mailings, which was €1.29 in 2024, will rise to €1.39 in 2025. The price of the Services Plus Letter, for mailings of the most important documents requiring follow-up notifications, will be €3.15 compared to €2.99 in 2024. The price of the red e-letter (3 sheets), for urgent shipments distributed the next day, will remain unchanged at €1.49. The price of the 20 g Registered Letter will increase from €5.36 to €5.74. The price of the International Letter from 0 to 20 g will increase from €1.96 to €2.10.

The prices of tobacco products will also increase from this Wednesday (January 1, 2025), according to a decree of December 10, 2024 published in Official Journal.
Cigarettes, but also cigars, heating tobacco and packets of rolling tobacco are affected.
- Restaurant vouchers for shopping are over
The use of meal vouchers for food shopping will no longer be authorized from January 1, 2025.
Introduced in 2022, this exceptional measure was extended until the end of 2024. The motion of censure which led to the fall of the Barnier government interrupted parliamentary discussions for a new extension. Restaurant vouchers will now be limited to the purchase of immediately consumable products, such as prepared meals, fruit or sandwiches.
- Less plastic for children
Schools, nurseries and healthcare establishments will have to stop using plastic food containers for cooking, reheating and serving meals.
This measure aims to reduce the use of plastics and encourage more environmentally friendly practices in local communities with more than 2,000 inhabitants.
- Time for clearing around homes
From 2025, property owners located near forest areas at risk will have to inform their tenants or buyers of the obligation to clear their land.
90% of houses destroyed during forest fires are located on land that is not or poorly cleared.

- Fight against thermal strainers
Housing known as “thermal sieves” will now be prohibited for rental. These homes, classified G in the Energy Performance Diagnosis (DPE), are the most energy-intensive. Under the Climate and Resilience Law of 2021, housing with an energy class lower than F will be ineligible for rental from January 1, 2025.
The level of performance of decent housing is, within the meaning of article L. 173-1-1 of the construction code, between class A and class F.
- PEL: the remuneration rate increases to 1.75%
The remuneration rate for housing savings plans (PEL) will be revised downwards, from 2.25% to 1.75% from January 2025.
This reduction in the rate of remuneration has no impact on plans opened before January 1, 2025. Please note that the rate of remuneration of a home savings plan is fixed when it is opened.

- A revaluation of the calculation of APL
This Wednesday, January 1, 2025, a revaluation of APLs will be carried out. These adjustments should “to better meet the needs of households”.
- New rules for tourist rentals in 2025
Taxation of tourist rentals changes from January.
A new tax reduction rate is introduced, and the energy performance diagnosis (EPD) becomes compulsory. These developments take place in application of Law No. 2024-1039 of November 19, 2024 aimed at strengthening the regulatory tools for furnished tourist accommodation at the local level.

Mayors also benefit from expanded powers to better regulate furnished tourist accommodation in their municipalities.
- Evolution of MaPrimeRénov' assistance
The conditions for granting MaPrimeRénov' change from 2025.
The maximum level of advances issued to households with “very modest” resources drops from 70% to 50% as part of the energy transition bonus per gesture, the rate of aid for the “Accompanied Journey” for households with higher resources decreases by 30% to 10% for projects allowing a gain of two classes in the DPE, from 35% to 15% for projects allowing a gain of three classes and 35% to 20% for projects allowing a gain of four classes or more.

Also, individual houses classified “F” and “G” will still be able to access the route by gesture until the end of 2025, while aid for wood-burning equipment will decrease by 30% on average.
