Michel Barnier's government is more in danger than ever. After the Prime Minister triggered article 49.3 to pass the social security financing bill, two motions of censure have been filed : one by the New Popular Front and the other by the National Rally. These motions of censure will be examined Wednesday evening or Thursday morning. René Lioret, deputy for the 5th constituency of Côte-d'Or, will vote for them. France Blue Burgundy – A 49.3, two motions of censure… another crazy day in the Assembly. How did you experience this day?
René Lioret – Listen, it was very quick. The Prime Minister arrived around 3:30 p.m. He gave a speech lasting around ten minutes and declared that he was triggering 49.3. Well, I won't hide the fact that we expected it.
Do you think this is a mistake, even if you expected it?
Listen, we would have liked to get to the end of the discussion because there were still possible discussions. We were on the verge of rejecting a motion to reject the Socialist Party to complete the study of this budget, to see if amendments were tabled in particular on part of the dereimbursement of medicines, on what was precisely on the partial deindexation of pensions on January 1st. So we were ready to see the discussion through to the end. It was the Prime Minister who chose a 49-3.
Two motions of censure have been tabled but the first is that of the new Popular Front. You're going to vote for it, is that sure?
Listen, we have tabled a motion of censure. So if we table motions of censure, it’s because we want to vote on them.
It turns out that in order, it is that of the new Popular Front which will be voted on. We will vote on this motion of censure. We will then vote on our motion of censure. It is not said that there is not a third motion of censure to be filed since we still have the possibility of filing motions of censure until 3:42 p.m., 24 hours after the declaration of 49-3 , by Mr Ciotti's party.
But how are you going to explain this alliance with the left to your voters?
Ah but there is no alliance with the left, we are voting for a motion of censure, if ours had come first, we would have voted for ours, so there is no alliance at all with the left. LEFT.
If the motion of censure is passed, Michel Barnier will have to submit his letter of resignation. The government will be overthrown, everything will be at a standstill. What do you say to those who say you want to plunge the country into chaos?
Listen, I tell them first of all that the majority grow up with red rags on the debt, the borrowing rate. So I would like to remind you that if we borrow today at the Greek rate, the National Rally has nothing to do with it. The Rally has nothing to do with the 3,300 billion debts. The 57 billion debt service rate today, which will soon be the first state budget, the National Rally has nothing to do with it, so the majority must clean up its house. For seven years we have had Emmanuel Macron who, alone, created 1,200 billion in debt, so we cannot accuse the National Rally of plunging the country into disaster. We are already in disaster, that is my answer.
But yet Michel Barnier discussed with Marine Le Pen, a lot of discussions, there were even concessions linked to purchasing power for example by removing tax increases on electricity or by committing to there will be a reduction in state medical aid in 2025, which is what you asked for. But that wasn't enough in the end?
Yes, so state medical aid which today represents 1.3 billion euros, the drop is 100 million euros. We wanted to replace state medical aid with emergency medical aid. Today we can no longer ensure that people come to us for treatment by leaving slates. We cannot accommodate all the misery in the world. Afterwards, for several months we have proposed to Mr. Barnier 57 proposals, 40 to reduce bad spending and waste and 17 to support the purchasing power of the French. We were satisfied with two or three, and partially, two or three measures that we proposed. Not very long ago, Marine Le Pen, in her discussions with Mr. Barnier, ignored 47 of our 57 proposals. To choose only 10, we are satisfied with barely three of them. This is the way previous governments acted. It should be noted that this budget, moreover, was produced by Mr. Le Maire's cabinet secretary. So, basically, nothing has changed. As for form, we are again with a 49-3. The French, I think, cannot forget that with Ms. Borne, we had 23 49-3s in a row. There, we took the step of heading back in the same direction, so the French did not vote for us with 11 million votes a few months ago only to be inflicted with 49.3.
So you are talking about the French. Let's also talk about your voters, these 11 million voters, how you can reassure them because this situation can be a little anxiety-provoking for your voters, we don't really know where we are going, the future is unclear. Does all this worry you, too?
What would be quite anxiety-provoking is to make the French pay for savings measures, and in particular among those who are the least well-off, because this has already been going on for a while. People today, even when working in pairs, find their account overdrawn on the 15th or 20th of the month, so there really needs to be a change. We cannot continue like this, we have been in these measures for too long. We give money everywhere, we give money to China, we give money to Algeria, we give money to the European Union. In this year's budget, in 2025, we were preparing to give 23 billion euros to the European Union to only get back 10, so 13 billion euros going to the countries.
But how can René Lioret be changed? Because even if the government changes its face, the Assembly remains the same, the President of the Republic cannot dissolve it before July, it's as if it wasn't going to change, it wasn't going to be of much use. thing. How do you see the future?
Well, the President of the Republic will appoint a new Prime Minister who will listen to the National Rally on our proposals, who will truly dialogue, because it is true that Mr. Barnier was correct with the National Rally, correct that's the minimum, we say hello, we shake hands, but in terms of listening, it had to be Marine Le Pen who asked Mr. Barnier for interviews. So we will have a Prime Minister who will certainly be more attentive to the National Rally, knowing very well that if the budget which is put in place for 2025 does not satisfy the National Rally, well again, there will be sanctions on our part.
