In the event of government censure, the budget would not be voted on. What changes in taxes, pensions and salaries of civil servants?
Could the finances of the French suffer from the absence of a budget voted in Parliament? A priori, saving is nothing to worry about. Some officials also argue that civil servants' salaries would no longer be paid if the budget was not adopted. “No risk that civil servants will no longer be paid from January 1”assures constitutionalist Benjamin Morel, lecturer at the University of Paris-Panthéon-Assas.
On the other hand, applying the budget for the year 2024 (in the absence of having been able to adopt a budget for 2025) would have certain unexpected consequences for retirees in particular. While the government planned to increase pensions less for the sake of economy, they would ultimately be increased in line with inflation, as in 2024.
For taxes, implementing this year's budget would be more problematic. “There are taxpayers (…) who would not be taxable in normal times, and who will undoubtedly be taxable“, explains Sandra Demarcq, national secretary of the Solidaires public finance union.
