Legislative 2024: what are the different political camps proposing on health?

The political parties are back on the campaign trail to early legislative elections of June 30 and July 7, decreed after the dissolution of the National Assembly by Emmanuel Macron. The New Popular Front (union of the left)

The New Popular Front intends to fight against medical deserts by regulating the installation of doctorsthat is to say by requiring them to go where there are shortages, recalls -. The way to constrain them is not specified in the official program but the left-wing parties introduced an amendment to the National Assembly last June to make the installation of a newcomer in areas over-resourced with doctors conditional on retirement. The amendment was rejected.

The New Popular Front also wants guarantee access to State Medical Aid (AME)which allows foreigners in an irregular situation to benefit from access to care, while several parties have indicated that they wish to transform or even eliminate the AME.

To reduce the cost of healthcare for the French, the New Popular Front also wants “condition the opening of private clinics to participation in the continuity of care and the guarantee of zero remaining costs” for the patient. This presupposes an end to excess fees by doctors who work in these clinics.

The union of left-wing parties also says it wants to organize “a public hospital rescue conference in order to avoid saturation during the summer and propose the revaluation of night and weekend work for its staff”, “initiate a multi-year plan to recruitment of professionals care and medico-social and revaluation of professions and salaries” or “create a public medicine center with strengthening of stock obligations”.

Together (presidential camp)

The main new measure concerning health proposed by the presidential camp is the “public” supplement at 1 euro per day. This is a supplement which would cost 30 euros per month for those who are not covered by mutual insurance. It would concern retirees, students and the self-employed. This proposal amounts to broadening the formula “participative” complementary solidarity health insurance which already exists and which you pay according to your age from 8 euros to 30 euros per month. It will therefore not necessarily be more advantageous.

In its official program, Ensemble also says it wants to allow “by the end of the year full reimbursement of wheelchairselectric and manual”develop “consultations to support menopause, infertility and the management of endometriosis” or even allow “to pharmacists, midwives, nurses, opticians and speech therapists to carry out around twenty daily medical procedures”.

Concerning medical deserts, the presidential camp recalls wanting “double the number of doctors in training each year thanks to the removal of the numerus clausus (16,000 in 2027, against 8,000 in 2017)”.

The Republicans

The Republicans, who have broken with Éric Ciotti, have not yet unveiled an official programme for these legislative elections. But they are in favour of replacement of State Medical Aidhas recalled -.

Concerning medical deserts, the National Rally proposes to adjust the remuneration according to the location of installation, that is to say being better paid in an area under-resourced with doctors. But the shock measure carried by party boss Jordan Bardella is income tax exemption for retired doctors and nurses who would return to service, starting this summer. This already exists in part since retired doctors can combine employment and retirement while being exempt from social security contributions. More than 20,000 retired doctors already benefit from this.
