After a long presentation by Jacky Daviaux, deputy for town planning, the elected officials issued a favorable opinion with reservations concerning in particular the use of industrial wastelands and more precisely that of the SNPE. Agnès Bel, delegated advisor, evoking one of the priorities of the first document, namely “using nature as an ally in the face of climate change” which in fact appears contradictory with the project to install an incinerator on the site.
For the second file, elected officials also questioned the industrialization projects included therein. Jean-François Soguel, municipal councilor, insisting: “Industrialization cannot be decreed”. Agnès Bel continuing: “Commercial wastelands will increase. Many brands are in difficulty and reviewing their locations (e.g. Auchan, Gifi).” Hélène Gingast, the mayor, concluding on this issue “industrialization for whom, for what? knowing that we have a deficit of qualified professionals.”
Ahead of this council, Hélène Gingast wanted to dedicate the evening to two people who had recently passed away, Alain Goichon, former municipal councilor “very involved in municipal, associative life (Nordic Fléac, twinning, Parish), driving force for the reception of refugees Ukrainians and extreme kindness towards isolated people” and Pascal Schmitt “president of the MJC for five years who was able to put the structure back on track, despite the covid period”.
Support for farmers
The mayor also asked her council to provide support to farmers “particularly affected population at the moment”. She also presented a motion from the AMF (Association of Mayors of France) concerning the 2025 Finance bill and the announced budgetary restrictions. “We refuse to be the government's adjustment variables when we are the daily public service,” she clarified. To which, Jean-François Soguel replies: “If I take an example from the near bankruptcy of the department, we also have to make savings and everyone must show good will.” Apart from this motion (1 abstention), all the deliberations of the evening will be voted unanimously. They concerned adherence to the new group statutory risk insurance contract for municipal staff, the updating of municipal rates with the restoration of a cleaning package when renting rooms by legal entities (100 euros) and the updating of the regulations relating to the loan of municipal equipment which is 20 years old.
Finally, elected officials accepted the new version of the work concerning the RD 941 (Saint-Yrieix/Les Planes), a project which will be spread over three years and which is currently estimated at 2 million euros excluding tax.
