Given its outfit, we can guess that this sketch was intended to illustrate the second half of the 23rd Tenkaichi Budokaiotherwise known as the Piccolo Jr. Saga arc.

However, as there are no annotations, it is difficult to know more. It is not possible to guess whether Goku was to hold this weapon permanently, or just try it. Perhaps the mangaka studied the possibility that our protagonist lost or broke his stick during this famous tournament.
