The Aisne Handicap Resource Center is the result of the common will of three associations who work with families, medico-social establishments and educational or leisure structures:
- The Union of Associationscreated in 1999, which brings together associations of people with disabilities, families and managers of medico-social structures.
- The association PEP Grand Oise (Pupilles de l’Enseignement Public), popular education movement which acts in favor of emancipation allowing every citizen’s access to all of their rights.
- The Frenchanother popular education movement which works for the development of leisure centers, educational projects and innovative teaching methods.
Under the aegis of the Family Allowance Fundwhich is also the main financier of the project, the Aisne Handicap Resource Center was designed in the spirit of the Equal Rights and Opportunities Act of 2005. This law stipulates that any child or adolescent with a disability has the right to be educated in an ordinary environment and must be guaranteed access to the fundamental rights recognized by all citizens as well as the full exercise of their citizenship.
Promote inclusion
At the national level, we can see that children with disabilities represent only 0.30% of leisure center attendance. At the same time, 88% of households have seen their professional activity impacted by their child’s disability. The vast majority of mothers (81%) are forced to stop working, request a reduction in working hours or change their professional direction.
The role of the PRH is therefore just as focused towards support and advice for families and towards raising awareness among reception structures. Aimed at early childhood, after-school or collective reception of minors, numerous awareness-raising actions have already been carried out in the region, particularly in Laon, Tergnier and Soissons.
A unifying place
The Aisne Departmental Council, represented by Anne Maricot, Vice-President Autonomy, Old Age and Disabilitywanted the Aisne Handicap Resources Center to be established within the Departmental House for Disabled People because it is a symbolic place well identified as a place of meeting and exchange for people with disabilities, for their families and for their caregivers.
