According to the American news site Axios, this individual is Imad Amhaz, a high-ranking member of the Hezbollah naval force.
The Israeli army confirmed on Saturday that it had captured a “high-ranking Hezbollah agent” Lebanese during an operation carried out by an elite navy unit in Batroun, a town north of Beirut. “During a special operation carried out by “Shayetet 13” in the Lebanese town of Batroun, a high-ranking Hezbollah agent was apprehended”said a military official in a statement. The man, whose name has not been made public, “was transferred to Israeli territory” et “currently under investigation”added this official, speaking on condition of anonymity.
This morning, AFP learned that a «commando naval» had kidnapped a Lebanese man in the coastal town of Batroun north of Beirut, a country torn apart by a war between Israel and Hezbollah. Without revealing the identity of the kidnapped individual, the Lebanese national news agency Ani also reported this incident which occurred Friday at dawn in this town located about fifty kilometers from Beirut. The video of his kidnapping has been making the rounds on social media ever since.
Speaking on condition of anonymity, a judicial official confirmed that an investigation had been opened, saying the operation was “90%” the work of a “Israeli commando”. An AFP photographer in Batroun saw Lebanese soldiers inspecting the coast on Saturday, near the building where the man was kidnapped.

The Christian town of Batroun has so far been spared the devastating Israeli bombings which since September 23 have mainly targeted Hezbollah strongholds in the south and east of Lebanon as well as in the southern suburbs of Beirut.
More than 1,900 people have been killed since that date in Lebanon, according to an AFP count based on data from the Lebanese Ministry of Health.
