At the start of each month, new regulations or upgrades come into force in France. This Tuesday, October 1, several changes are expected, starting with the revaluation of small retirement pensions and that of personalized housing assistance (APL). Here’s everything that changes.
Revaluation of pensions
The small pensions of retirees who have had a full career will also increase from this Tuesday. Around 850,000 people will benefit from an average increase of 50,94 euros per month.

Personalized housing assistance, paid by the CAFs, will be increased to be in line with the increase in rents. On average, recipients will see their assistance increase by 3,26%.
Solidarity at source tested in five departments
Starting this Tuesday, October 1, five CAFs will experiment the first stage of the solidarity at source projectthat is to say the automatic pre-filling of forms for beneficiaries. The idea is to calculate this aid using data already available to the administrations, on the same principle as for the pre-filled income tax declaration. The system, which concerns the RSA, the activity bonus and housing assistance, will be extended to the entire national territory. in March 2025.
“Young emancipation income” in Meurthe-et-Moselle
Meurthe-et-Moselle is experimenting from this Tuesday a “youth emancipation income” of 500 euros for people aged 16 to 25. The financial assistance paid monthly over two six-month periods is accompanied by monitoring, “keystone of the system, which gives it its reason for being” according to the departmental advisor in charge of the project. The support will be “progressive” and organized over a first semester for “meet young people, create a bond of trust” and think of a project. The following six months will have to see the “concrete mobilization” of the beneficiary.
Increase in gas prices
After a slight drop in September, the benchmark price of gas started to rise again on Tuesday. It goes from 130.21 to 137.2 euros per megawatt hour, an increase of 5.37%, according to the Energy Regulatory Commission (CRE). The CRE publishes the “average benchmark price” every month to help consumers choose their contract since the end of the regulated gas sales price.
Fight against telephone number theft
You may have already been deceived by a fake bank advisor who calls you with your bank number. From October 1, telephone operators will implement an authentication system of the origin of the calls. This device aims to prevent the usurpation of landline telephone numbers, also called “spoofing”., whether those of banks, businesses or public administrations.
Start of passage of the Paris ring road at 50km/h
The reduction in speed from 70 km/h to 50 km/h on the Paris ring road comes into force gradually from this Tuesday, to be generalized throughout the belt on October 10. The measure will apply from Tuesday on the section between Porte des Lilas (north-east) and Porte d’Orléans (south)specified the Paris town hall.
Increase in the price of parking for SUVs in Paris
From October 1, the parking rate for SUVs, larger cars, which pollute more than others and take up more space, will triple. The maximum price will be 18 euros per hour of parking in the central districts of the capital, 12 euros for the outer districts. The bird flu vaccination campaign resumes
The avian flu vaccination campaign resumes this Tuesday in French farmsafter the first operation of this type carried out last year.
