Faced with the increasing prices of the real estate market in recent years and the difficulties for first-time buyers to become owners, Métropole and the City of Angers are launching a new social property access scheme supported by Angers Loire habitat and Soclova: the Bail Réel Solidaire (BRS).

“The particularity of this system is to dissociate the price of land from that of buildings,” explains Roch Brancour – Deputy for Urban Planning, Regional Development and Housing for the City of Angers and Vice-President of Angers Loire Métropole. Objective: to regulate the inflation of real estate prices in tense areas. Resale also remains very regulated in order to avoid any speculation.

“The BRS is a tool that targets people who have difficulty becoming homeowners in the face of sharply rising market prices.” indicates the elected Angevin

The buyer therefore buys his home off-plan, in the future state of completion (VEFA). The land remains the property of a Foncier Solidaire (OFS) organization controlled by Angers Loire Métropole, to which the owner of the home pays a monthly fee. This system has the effect of lowering the sale price of homes.

This new property model comes with additional benefits, such as a reduced VAT rate of 5.5%, a guarantee of repurchase of the property by the OFS in the event of an accident and, depending on the municipality, may benefit from exemption from property tax.

In Angers, the OFS is supported by Althi – the coordination company of Angers Loire habitat and Soclova.

Its mission: to buy land and hold it over time, so that housing remains perpetually affordable and significantly lower than the free market price.

The conditions for accessing this system: not exceeding a resource ceiling defined according to the composition of the household and occupying the accommodation as a main residence.

Other cities have already recently implemented the BRS, such as , , , , , , , etc.
