Who should pay property tax?

When and in what form do you receive the tax notice?

Your property tax notice can be viewed on impots.gouv.fr from your personal space, in the “My events” section and in the “Documents” section. Your property tax notice is available online: from August 28, 2024, if you are not paying monthly; from September 20, 2024, if you are paying monthly.

If you preferred to receive it in paper format, a letter will be sent to you: between August 28 and September 20, 2024, if you are not paid monthly; between September 23 and October 9, 2024, if you are paid monthly.

Inflation hits the bases

It is a little less painful than in 2023, when the property tax had jumped by 7.1%, but this year the bases are still revalued by 3.9%. A decision voted in the finance law at the end of last year which applies today. Remember that it is the cadastral rental value – what your home is worth – which is used to calculate the built property tax, revalued by a coefficient linked to inflation. This increase also applies to the household waste collection tax (TEOM) paid at the same time.

Barely 16% of municipalities in Tarn-et-Garonne are increasing their rate

Compared to 2023, the property tax is not changing much in the majority of the municipalities in the department. Only 31 out of 195 voted for an increase. The increase is highest in Espinas (+ 11.29%), followed by Malause (+ 8.2%), Goudourville (+ 6.8%) and Montjoi (+ 5%). In the top 10 increases we also find Bressols (+ 4.99%), Labourgade (+ 4.01%), Saint-Aignan (+ 4%), Piquecos (+ 3.51%), Villemade (+ 2.49%) and, tied for 10th place, Lafrançaise, Saint-Nauphary, Saint-Sardos and Vazerac (+ 2%).

Six municipalities lower their rates

Residents of Maubec, in Lomagne, will be happy to learn that their property tax rate is falling by 7.59% this year, from 35.96% to 33.23%. In Castelferrus, the drop is also significant: -5%. Cordes-Tolosannes (-2.99%), Puycornet (-1%), Monteils (-0.89%) and Moissac (-0.85%) have also seen their rates drop. Despite this, the city of Uval remains one of the cities in Tarn-et-Garonne where the tax rate is the highest (58.38%). Unsurprisingly, the cities where owners are taxed the most are (61.93%), Montech (61.72%), Caussade (57.91%) and Castelsarrasin (57.91%).

The virtuous example of Castelferrus

Guy Dupuy, mayor since 2014, measures the progress made. “10 years ago, the town had more than 1 million in debt. I first cleared the debt by selling poplars (Editor’s note: the town owns a 30-hectare poplar grove), land and also the building of the old presbytery. At the end of 2019, we started to generate profits on the budget. So I wanted to reduce the tax burden. With a rate of 212%, we were the French champions on undeveloped land. This tax is now at 138 or 139%, I reduce it by 10% each year. For developed land, I voted for a 5% reduction and I want to continue next year. When people want to settle in a town, they ask two things: the level of taxation and whether there is a school and a childminder relay. We have these services in Castelferrus, with 65 pupils at the school.” In 10 years, the population of Castelferrus has grown from less than 400 to 537 inhabitants, “including the 35 seasonal workers who live in the town for between 7 and 9 months”.
