Retirement pensions in the basic region will be exempt from IR for half in 2025 and completely in 2026. The total and progressive tax exemption was ratified during the examination and vote on the tax provisions of the PLF 2025, this Monday 2 December in the House of Councilors.
This exemption concerns pensions and life annuities within the framework of basic retirement plans. Supplementary pension plans are excluded from this measure.
What will be the concrete impact of this measure, which aims to reduce the tax burden on this population and improve their purchasing power, and how many people will benefit from it?
It was difficult to have a clear answer to these two questions because basic retirement coverage is provided through several schemes managed by different organizations and which differ from each other in terms of their mode of operation.
As for the public, “around 20% of retirees from civil and military regimes (750,000 beneficiaries) are affected by this exemption”, explains one of our sources. “To date, IR is paid from 9,000 dh/month,” she explains. That is to say nearly 150,000 civil service retirees.
Regarding the private sector, of the 795,801 pensioners (figure at the end of August 2024) all pensions combined (old age pension, disability pension and survivor’s pension), “only 32 pensioners“, who will benefit from the exemption. All the others do not pay tax, they are exempt from IR because they receive a gross pension lower than the taxable amount.
At the end of 2023, Morocco will have more than 1.42 million holders of retirement and survivor’s pensions. Of this total: 974,000 are retirees and 445,000 are beneficiaries (spouses and orphans).
794,000 are private sector pensioners and 625,900 public sector pensioners.
