The Latuquois, now 69 years old, held management positions in the world of health for 14 years in Abitibi-Témiscamingue. He was general director of an establishment in a CLSC, then general director of a CLSC in a CHLSD, director of administrative services, notably human resources.

“It was from 1988 to 2002. I left the network because I was no longer capable. I saw the health network deteriorating. Especially in the years with the CLSC mergers. It was getting big and monstrous. There is no longer anyone who knew what was happening in the establishments. »

Mr. Goudreault can understand both the employer aspect and the human resources aspect of the file.

“I couldn’t believe it when I saw the reason for the closing of the operating room, due to a poor working climate. I’ve never seen that in my career. A work climate cannot be destroyed in three days. There is someone who didn’t do their job and who slept on gas! Human resources should take care of that, but everything has been centralized and there is no longer a local human resources director. There are only managers who do not have the power to improve the working climate. Plus it’s been going on for a long time. »

For the former director, the issue must be politicized by as many actors as possible, both MP Marie-Louise Tardif and the mayor of La Tuque must apply pressure. Moreover, he sent an email to Ms. Tardif, Luc Martel and François-Philippe Champagne.

Even if he is not a fan of the private world, Mr. Goudreault suggests certain possible solutions to maintain operating room service. “A temporary solution would be to call on nurses in the private sector. This is an emergency and the CIUSSS must act to maintain the service. And if it takes a surgeon, let’s go for it. Several nurses are sick at the same time. Is it a refusal of work because of harassment? Was the code of ethics respected? »

For the former director, centralized mergers have an impact in this type of file. “If there had been a director of establishment and a director of human resources locally as before, they would have been responsible for the closure and the climate. If the problem is not resolved as quickly as it should, it is partly because of mergers,” concludes Mr. Goudreault.
