Public or private professional organizations operating in the fields of building, renewable energies and landscaping as well as civil servants of the municipalities which will house the SLEC (Local Climate Service), architects of urban agencies, private companies and businesses construction, associations… are among the beneficiaries of the skills-building project on which the Tangier-Tetouan-Al Hoceima region is working. These training courses will take place in the eight provinces and prefectures of the region and must include the field of sustainable building and landscaping.

Strengthen the skills of ecological service and product professionals as part of the Local Climate Service (SLEC) project. This is the initiative launched by the Tangier-Tetouan-Al Hoceima region for the benefit of public or private professional organizations operating in the fields of building, renewable energies and landscaping, at the regional level. The planned training must cover the field of sustainable building which includes, for example, energy efficiency in buildings, thermal comfort and insulation, thermal regulations in Morocco (RTCM), the regulatory framework for renewable energies in Morocco, the architectural typology and construction materials according to the climate zone, the evaluation of the carbon footprint and decarbonization, the contribution of bioclimatic buildings to the reduction of the carbon footprint, or even the management of the energy performance of buildings. This training also includes the field of landscaping which should integrate landscape analysis, the importance of green spaces, or even the preservation of landscape identity.

Towards concerted ecological planning of the territory
“In a world marked by constant dynamism and instantaneous evolution, strengthening skills is essential as an essential component in maintaining the pace of development and updating in the different types of projects. In the case of environmental projects, and taking into account the current climate situation which is proving to be more and more critical following climate change, strengthening skills is more crucial than ever. It is with this in mind that the project has dedicated a fifth of its skeleton, made up of 5 pillars, for the component linked to skills building. As building and landscaping professionals are one of the leading players in the sustainable urban transition, strengthening their skills can only improve the quality of the products and services delivered, thus boosting the purpose of their task and the quality lives of populations indirectly, and contribute to resilient sustainable development,” indicates the Tangier-Tétouan-Al Hoceima region in this regard. It must be said that the SLEC project aims to improve the living conditions of populations, reduce energy poverty and strengthen the resilience of residents and professionals in cities in the region through inclusive and participatory integrated urban management. As the same source specifies, the aim is to enable concerted ecological planning of the territory at the city level, ecological governance and multi-actor mobilization (citizens, communities, professionals, associations) facilitated by educating everyone about energy and climate to achieve sustainable territories whose economy is based on green professions. “The project consists of making 8 SLEC operational in 8 provinces and prefectures (1 per province or prefecture) in the Tangier-Tetouan-Al Hoceima region. Considering each site as a pilot project, all the actions will serve to test and develop models, practices, solutions, in coordination between the different territorial scales (municipality, province, region, Euro-Mediterranean basin) and sectoral (populations , civil society organizations, private actors, public authorities). Each SLEC will result in a bioclimatic building (built or renovated in an exemplary manner as part of training sites) which will house equipment and a qualified team working with and with all the populations of the territories in conjunction with local authorities, professionals and civil society organizations whose skills will be strengthened,” notes the same source. And added: “The project also consists of activating the development potential of green jobs through professional training, multi-actor dialogue at the regional level of pilot initiatives and SLECs to promote the meeting between supply and demand in ecological products and services in each territory. Finally, multi-level exchanges aim to benefit from feedback from other territories, to build collective positions and to disseminate SLEC in the Mediterranean as an integrated urban management tool.

Partnerships
The Tangier-Tétouan-Al Hoceima region focuses on sustainability. “In close partnership with the Provence-Alpes-Côte d’Azur Region with which it has been united by a cooperation agreement since 2000, the Tangier-Tétouan-Al Hoceima region is leading a proactive policy in favor of the energy transition and climate through the implementation of actions contributing to mobilizing and meeting its climate commitments in the Mediterranean and Africa. The 2 regions organized Medcop Climat, in 2015 in in preparation for COP21 for one and in 2016 in Tangier in preparation for COP22 in Marrakech for the other. They also jointly carried out the project to create a Mediterranean Climate House based in Tangier. In addition, the SUD-PACA region supported the creation of the Energy Info Center opened in 2016 in Chefchaouen,” affirms the Tangier-Tétouan-Al Hoceima region, also stressing that the success of this cooperation gave rise to the development of the “Local Energy Climate Service” project. This energy and climate transition system serves integrated urban development” and was presented by the Tangier-Tétouan-Al Hoceima regional council in August 2020 as part of the European Union call for proposals 167744 Europe Aid “ Local Authorities-partnerships for sustainable cities 2020”, the Provence-Alpes-Côte d’Azur region being co-partner.
Note that the “Local Energy Climate Service – SLEC” is a service of general interest supported by the local community and whose role is to support the energy and ecological transition by involving local stakeholders through awareness-raising, training, advice, territorial mobilization. “This new public service will play the role of a sustainable development center that is at the same time a driving force for urban governance, a prospective resource center and incubation center for the green sectors of tomorrow and a center for mobilization and awareness. populations,” notes the same source.
