The first measures of the action plan against crack in Geneva made it possible to stabilize the crisis after a year, estimates Thomas Herquel, director of Première Ligne, the association which manages the Quai 9 injection premises. The plan launched by the canton must last three years.

(Keystone-ATS) “The situation is under control, which was not the case a year ago”, when the number of crack users doubled every month, specifies Mr. Herquel in an interview broadcast on Saturday by Le Temps. “The number of consumers is constant and violent acts have decreased.”
He bases his estimate on the number of crack pipes distributed each day, “which averages 90.” According to him, “the maximum pool [des personnes susceptibles de consommer du crack] has been achieved.” He notes that the police and the association have succeeded “in better surveying the terrain and fighting against opportunity tourism”.
Crack consumption has soared in Geneva from 2021 and the arrival on the market of very small doses at very low prices of this highly addictive drug. The government launched an action plan at the end of 2023 which extends over three years and is estimated at 6 million francs per year.
Crack is diluted cocaine. It appears as a crystallized paste and is smoked.
