The opening session was marked by the Royal Message addressed to the participants in this Conference, which was read by the Minister of the Interior, Abdelouafi Laftit.

Placed under the High Patronage of His Majesty King Mohammed VI, this event, organized by the Ministry of the Interior in partnership with the Association of Regions of Morocco, constitutes an important moment in the implementation, under the impetus of High Royal Guidelines, of the advanced regionalization project as a structural institutional reform and strategic choice for the consolidation of the territorial development process.

Through a constructive dialogue, the participants in this meeting highlight successful initiatives and structuring projects carried out in the different regions, in order to encourage the exchange of expertise and to think about innovative solutions adapted to territorial challenges.

These Conferences constitute an opportunity to conduct a collective and participatory assessment of the progress of the implementation of the multiple components of this project, particularly with regard to the execution of the recommendations resulting from the first edition of these Conferences, while identifying the requirements for materializing the progressive implementation of this process.

The strategic dimension of the advanced regionalization project undoubtedly requires greater participation of all stakeholders within the framework of a constructive dialogue based on progressiveness and continuous improvement of the optimal implementation of this Royal Project in order to explore development avenues thus making it possible to promote the correlation between development needs, the effectiveness of territorial planning and performance in the exercise of regional powers.

Taking part in these meetings are government officials, regional presidents, elected officials from municipal councils and experts, as well as Moroccan and foreign political and economic actors with, according to the organizers, more than 1,500 participants present, 160 international guests and more of 45,000 remote participants.
