La France insoumise sparked controversy by submitting a bill aimed at removing from the Penal Code the offense of advocating terrorism. A text which will be defended by the deputy from the North Ugo Bernalicis, elected LFI from the start, who has already stood out in the National Assembly.
A text that gets people talking. On November 19, politicians from all sides were offended by the bill from rebellious elected officials aimed at eliminating the offense of glorifying terrorism.
To justify this filing, the LFI deputies considered that this said offense, included in the Penal Code, had accentuated “the instrumentalization of the fight against terrorism” against “freedom of expression”.
The group chaired by Mathilde Panot chose Ugo Bernalicis, deputy for the 2nd constituency of the North, and experienced parliamentarian from Jean-Luc Mélenchon's movement, to defend the text.
One of the first rebels
Former socialist and candidate in several elections on left-wing union lists in the North, Ugo Bernalicis, graduated with a degree in History from the University of Lille, joined La France insoumise in 2016.
The day after the defeat of Jean-Luc Mélenchon in the 2017 presidential election, he was elected deputy for the 2nd constituency of the North, alongside the leader of the movement, in the first group in the history of LFI in the National Assembly.
“Ugo in Beauvau”
Considered one of the specialists in security and justice issues within his political family, he can imagine himself occupying the position of Minister of the Interior, where he has already had the opportunity to work as as administrative officer.
In 2022, in the second round of the legislative elections, while Jean-Luc Mélenchon occupies the field and hopes to be named Prime Minister, Ugo Bernalicis shines in “Ugo à Beauvau”, a parody rap clip in which he sends himself to the Ministry of the Interior, while speaking directly to Gérald Darmanin.
An altercation in committee
In December 2023, Ugo Bernalicis was deprived of a quarter of his parliamentary allowance, for having caused a scandal the day before in committee, by loudly demanding a suspension of the debates.
Standing and thundering, the deputy from the North had called for an interruption of the debates to allow the deputies of the committee, busy with the immigration bill, to go to the Hemicycle.
The scene had plunged the committee into a rare cacophony, between noisy questions and invectives from deputies. A video filmed by a person inside the commission was also broadcast on social networks.
