Mr. Ousmane Sonko’s General Policy Statement cannot be maintained in its current state. According to Ayib Daffé, the Rules of Procedure of the National Assembly do not provide for it. However, he maintains that the DPG is provided for in the Constitution, but does not appear in the Rules of Procedure of the National Assembly. Based on this observation, Ayib Daffé and his team only want the Dpg to hold if the Internal Regulations of the National Assembly are modified. “The last modification of our Internal Regulations dates from October 2019. This modification was partially motivated by the abolition of the position of Prime Minister. The National Assembly took this into account by removing the provisions concerning the Prime Minister from its Rules of Procedure. The internal regulations of October 2019 are falsified. Article 3 of the organic law of 2019 states that articles 97, 98 and 99 are repealed. Consequently, chapters 22, 23 and 24 are deleted. Since this date, no law has been passed to modify the Regulation interior of the National Assembly. Everything linked to the General Policy Declaration: the 3-month deadline for holding the Dpg no longer exists. The 8-day referral period and the motion of confidence no longer exist in our internal regulations,” detailed Ayib Daffé. According to him, the National Assembly distributed to the 14th Legislature, a “falsified” document serving as internal regulations.
However, he admitted that the Dpg is indeed in the Constitution. “Currently, there is no provision in the Internal Regulations which makes it possible to specify the modalities of organization and holding of a Declaration of general policy, a question of confidence and a motion of censure. Of course it is provided for in the Constitution, but as parliamentarians, we have not done our job of revising the Internal Regulations following the restoration of the post of Prime Minister. The Dpg, the question of confidence, the motion of censure and the Prime Minister do not appear in our Internal Regulations. It is a serious mistake to falsify this Ri to fraudulently add provisions that do not exist,” declared Ayib Daffé. Who specified that Mamadou Lamine Diallo had contacted the President of the National Assembly to inform him of this situation. According to Ayib Daffé, Amadou Mame Diop had taken note, but has “done nothing until now”. According to Ayib Daffé, Guy Marius Sagna had even contacted the then Prime Minister to inform him of “the impossibility of holding the Dpg”. But, Amadou Ba had held his Dpg in the three months following the formation of his government. “No one can take advantage of their own turpitude. It is our responsibility as parliamentarians to resolve this problem. It is enough to revise the Internal Regulations to restore the post of Prime Minister, the question of confidence and the motion of censure. Hearing the Prime Minister is impossible because it does not appear in our Internal Regulations. We can no longer settle for lame arrangements, lame compromises to organize our sessions. Only the Internal Regulations are authentic,” he concluded his statement.
