Senegal is in mourning following the death, this Monday, November 4, 2024, of Mamadou Moustapha Ba, former Minister of Finance and Budget, which occurred in following a brief illness. His death represents an immense loss for the country.

Mamadou Moustapha Ba, appointed Minister of Finance and Budget on September 17, 2022, played a central role in the economic management of Senegal. Prior to his ministerial appointment, he served as Director General of Budget from 2014 to 2022, where he contributed significantly to the development and implementation of the country’s fiscal policies.

His career within the Senegalese administration began in 1992, when he was program manager at the Directorate of Economic and Financial Cooperation (DCEF). From 2001 to 2006, he headed the primary office of the DCEF, before occupying the position of deputy director from 2007 to 2012. He then took the helm of this directorate in May 2012, a position he held until in October 2014.

Mamadou Moustapha Ba was a graduate of the National School of Applied Economics in Dakar (class of 1991) and holds a diploma in development policy. He also obtained a master’s degree in management and public administration at the Institute of Development Policy and Management at the University of Antwerp, where he distinguished himself as valedictorian of his class in 1998-1999.

The nation thus loses a devoted servant, whose contribution to economic and budgetary management will remain significant.
