Rabat – The Minister of National Territorial Planning, Urban Planning, Housing and Urban Policy, Fatima Ezzahra El Mansouri revealed, Monday in Rabat, that 40,200 construction sites have been launched so far. at the end of May 2024, as part of the reconstruction of homes damaged by the Al Haouz earthquake.

In response to an oral question from the Istiqlalian group of unity and egalitarianism in the House of Representatives, relating to “the implementation of the program for the reconstruction of homes damaged by the Al Haouz earthquake”, Ms. El Mansouri specified that on the construction sites launched, 18,200 new ones were started in the last month, which demonstrates the dynamism of this operation.

In order to support and accelerate the operation of granting building permits, procedures for issuing these permits were simplified through the establishment of a one-stop shop in 169 affected municipalities. , in addition to the creation of 60 counters, including 6 in Marrakech, 7 in the province of Chichaoua, 12 in the province of Al Haouz, 18 in the province of Taroudant, 11 in the province of Ouarzazate and 6 in the province of Azilal , stressing that the number of approved requests reached 53,000, while the number of authorizations rose to 51,000, noted the minister.

Furthermore, Ms. El Mansouri focused on the measures and steps taken by the ministry, in execution of the High Royal Instructions, concerning the rehabilitation of areas impacted by the earthquake, namely participation in the census of the affected populations alongside other specialized services through technical committees and the preparation of specifications with the technical and architectural standards to be respected to guarantee the safety of constructions and preserve the architectural and urban specificity of each area.

And to affirm that the ministry has sealed framework agreements with professionals in the sector to support the beneficiaries of the reconstruction operation free of charge through the delivery of the technical documents required for the submission of building permit applications as well as the technical supervision of the construction operation.

In response to another oral question from the group of the National Rally of Independents on “construction procedures in the rural world”, Ms. El Mansouri indicated that before the publication of a joint circular with the Ministry of the Interior on the simplification of the procedure for granting construction authorizations, 975 douars with an area of ​​16,000 hectares and 550,000 people have been listed.

After the publication of this circular, the identification was carried out, in barely a year, of 924 douars with an area of ​​14,168 hectares of 460,000 people, specifying that 1072 douars with an area of ​​20,000 hectares of 562,000 people are in the reconstruction phase.

The ministry also reactivated the holding of the exemptions commission, comprising 785 committees at the end of March 2024, in addition to lifting the obligation to present administrative documents not necessary for rural populations as well as the establishment of urban planning assistance and technical for the inhabitants of the douars whose perimeter has been delimited (11 conventions), said Ms. El Mansouri.

Regarding the management of authorization requests, the minister noted that before the joint circular, 23,800 requests were studied, of which 14,000 were approved per year, while after the publication of the circular, between April 2023 and April 2024, 38,128 permit applications were studied and 20,384 were approved, knowing that 82% of approved applications relate to plots of land of less than 1000 m².
