The 2025 Finance Bill provides for significant reforms in terms of simplification of customs procedures and the fight against fraud. Among the flagship measures, the establishment of a marking system for petroleum products in order to prevent fraud in the hydrocarbon sector, as well as the establishment of a carbon tax to respond to climate challenges, mark a notable step forward towards a more responsible tax system adapted to new economic realities.

The PLF 2025 also introduces measures to support major structuring projects, in particular the launch of new declarative supports adapted to electronic commerce and the improvement of the program for categorizing economic operators. These reforms aim to strengthen trade facilitation while ensuring rigorous control, particularly in the strategic ports of Nador West Med and Tanger-Med.

Regarding the fight against fraud, the project proposes the adoption of technological solutions such as artificial intelligence to predict the risks of customs fraud, and the establishment of a tracking system for containers and road complexes. These initiatives aim to secure transit operations and improve the traceability of goods, while strengthening consumer protection and security at port enclosures.

Finally, the PLF 2025 provides for the development of international cooperation with the AfriDouane program, aimed at strengthening customs capacities in Africa. At the national level, efforts in terms of internal governance will also be deployed, in particular through the implementation of a Big Data platform and the improvement of internal control processes, thus guaranteeing better quality of service and more efficient management. efficient customs data.
