The forces of the Central Office for the Repression of Illicit Drug Trafficking (Ocrtis) struck hard by putting an end to the actions of a well-organized network of hard drug traffickers in Dakar. As reported by L’Observateur, the operation, carefully orchestrated since September, led to the arrest of two masterminds of this network: an American, Cornelus Von Hoover, and a Senegalese entrepreneur, Babacar Ndiaye, alias Kader.

This network, which supplied cocaine and heroin to wealthy clients in the upscale neighborhoods of Ngor, Almadies, Yoff and Plateau, was closely monitored by Ocrtis agents. A first operation carried out at the Madrague hotel in Ngor allowed the arrest of Khérou Ngor, leading figure of this mafia, after a violent confrontation with the police.

The continuation of the investigations, based on intensive shadowing and careful cross-checking, revealed the involvement of Cornelus Von Hoover, an American living in Dakar, and Kader Ndiaye, a respected company administrator. The two accomplices skillfully managed their businesses, conducting drug delivery operations under the cover of discreet transactions. The investigation also highlighted the central role of a Cameroonian woman, who served as a relay between drug traffickers and their wealthy clients.

According to L’Observateur, the final dragnet occurred on October 16, around 7:30 p.m., while Kader Ndiaye and Cornelus Von Hoover were preparing to make another drug delivery in their vehicle. Shadowed by Ocrtis elements, they were intercepted near the Renaissance Monument, despite a desperate attempt to force passage. The searches revealed stocks of drugs, cash and several cell phones.

Cornelus Von Hoover, originally from California, had in his possession 21 bags of cocaine, “puffs” (electronic cigarettes made from cannabis) and an order of e-cannabinoids. The Senegalese businessman, Kader Ndiaye, was not left out, with hard drugs and one million FCFA seized as well as compromising elements found during searches in their respective homes, in Thiès and Maristes.

This exemplary operation by Ocrtis sleuths marks a hard blow for drug trafficking in Dakar and demonstrates the constant vigilance of the police in the face of this scourge which is plaguing Senegalese society.
